Aspirational DMF Programme: Transforming Lives in India’s Mining Heartlands

A Bold Step Toward Inclusive Development in Mining-Affected Regions

NEW DELHI (India CSR): In the remote villages of India’s mining districts, where the hum of machinery often overshadows the dreams of local communities, a quiet revolution is taking shape. The Aspirational DMF Programme, launched on July 9, 2025, by the Ministry of Mines, is redefining development in these regions. By aligning District Mineral Foundation (DMF) initiatives with the Aspirational District and Block Programmes, this initiative channels mineral wealth into transformative projects that empower communities with better healthcare, education, and livelihoods. Unveiled at the National DMF Workshop in New Delhi, the programme is a testament to India’s commitment to inclusive growth, ensuring no one is left behind in the pursuit of a Viksit Bharat.

A New Vision for Mining Communities

Empowering the Last Mile

For decades, India’s mining regions have fueled national progress, yet the communities living in their shadows often faced neglect. The Aspirational DMF Programme changes this narrative by strategically integrating DMF efforts with the Aspirational District Programme (ADP) and Aspirational Block Programme (ABP). Launched with operational guidelines at the National DMF Workshop, the programme targets socio-economic upliftment in 152 mining-affected districts. Union Minister of Coal and Mines, Shri G. Kishan Reddy, emphasized that DMFs are not just funds but a mission to drive large-scale, community-centered change, aligning with Prime Minister Narendra Modi’s vision of cooperative federalism.

A Platform for Collaboration

The National DMF Workshop, attended by 62 District Collectors, State DMF Nodal Officers, and representatives from 152 DMFs, was a landmark event. Inaugurated by Shri G. Kishan Reddy and Minister of State Shri Satish Chandra Dubey, the workshop featured discussions on transparency, innovation, and capacity building. Four thematic groups of District Magistrates presented insights on DMF operations, highlighting challenges and best practices. The presence of Comptroller and Auditor General (CAG) representatives underscored the focus on accountability, ensuring funds are utilized effectively to benefit communities.

Driving Impact Through DMF Initiatives

Transformative Projects in Action

The launch of the Coffee Table Book 2.0 at the workshop showcased the tangible impact of DMF-funded projects. From building schools and healthcare centers to supporting skill development and infrastructure, DMFs have transformed lives over the past decade. For instance, in Jharkhand’s Dhanbad district, DMF funds have supported clean water initiatives, while in Odisha’s Keonjhar, vocational training programs have empowered youth with sustainable livelihoods. These projects reflect the programme’s commitment to addressing local needs while fostering long-term development.

Celebrating Excellence

The workshop recognized states like Jharkhand, Maharashtra, Odisha, Gujarat, Himachal Pradesh, Rajasthan, and Goa for adopting the revised PMKKKY 2024 guidelines, which streamline DMF operations. Additionally, Tamil Nadu, Karnataka, Uttarakhand, Gujarat, and Chhattisgarh were felicitated for their timely audit closures, reinforcing transparency. These efforts ensure that DMF funds, derived from mining royalties, are used efficiently to drive inclusive growth in mining-affected areas.

Empowering Communities Through Exhibitions

Showcasing Local Talent

On the same day, Shri G. Kishan Reddy inaugurated the DMF Exhibition at Handloom Haat, Janpath, alongside Shri Satish Chandra Dubey and Ministry of Mines Secretary Shri V. L. Kantha Rao. Running until July 15, 2025, the exhibition highlights the work of Self-Help Groups (SHGs) from mining-affected regions. From handcrafted goods to innovative enterprises, the stalls showcase how DMF funds are empowering women and marginalized communities. By providing a platform for SHGs to connect with wider audiences, the exhibition fosters economic independence and community pride.

Stories of Resilience

One inspiring story from the exhibition is that of Sunita Devi, a member of an SHG in Chhattisgarh’s Korba district. With DMF support, her group launched a small-scale textile business, enabling financial stability and skill development. Such stories highlight the programme’s human-centered approach, ensuring that the benefits of mineral wealth reach the grassroots.

A Roadmap for Sustainable Development

Aligning with National Goals

The Aspirational DMF Programme is a cornerstone of the Ministry of Mines’ commitment to a Viksit and Atmanirbhar Bharat. By focusing on key areas like healthcare, education, nutrition, and infrastructure, it addresses the unique challenges of mining-affected regions. The programme’s convergence with ADP and ABP ensures that development efforts are targeted and impactful, improving socio-economic indicators in India’s most underserved areas.

A Call to Action

The workshop concluded with a clear action plan for states and districts to implement the PMKKKY 2024 guidelines. Shri Satish Chandra Dubey emphasized that DMFs are a powerful tool for change, catalyzing progress in education, skilling, and livelihoods. With a focus on 100% fund utilization and community-driven projects, the programme aims to create a sustainable, inclusive future for mining communities.
