India’s largest oil and gas explorer reported major CSR investments across community development, health, education, environmental sustainability and flood/disaster response.
NEW DELHI (India CSR®): Oil and Natural Gas Corporation Limited (ONGC) spent Rs. 942.88 crore on Corporate Social Responsibility (CSR) activities during the financial year 2025-26, according to its Integrated Annual Report. The Maharatna public sector enterprise directed the expenditure towards healthcare, education, livelihood enhancement, disaster management, environmental sustainability and rural infrastructure development.
ONGC’s CSR spending included Rs. 917.09 crore on CSR projects, Rs. 25.55 crore as administrative overheads and Rs. 0.25 crore on impact assessment. The company’s gross CSR obligation for the year stood at Rs. 948.92 crore, calculated as 2% of its average net profit under Section 135 of the Companies Act, 2013.
Rs. 897.79 Cr Net CSR Obligation After Set-Off
ONGC had an excess CSR spending balance of Rs. 51.13 crore from FY 2024-25. With Board approval, the company set off this amount against its FY 2025-26 obligation, bringing its net CSR obligation for the year to Rs. 897.79 crore. The company stated that it spent Rs. 942.88 crore during the year. It also transferred Rs. 97.79 crore to its Unspent CSR Account on April 30, 2026, for ongoing CSR projects, in line with the statutory framework. The annual report shows that ONGC had Rs. 45 crore available for set-off in succeeding financial years after accounting for eligible excess expenditure and surplus arising from CSR projects.

Healthcare Receives the Largest Allocation
Healthcare and efforts to eradicate hunger, poverty and malnutrition received the largest share of ONGC’s CSR expenditure. The company spent Rs. 358.76 crore in this area during FY 2025-26. The support covered medical infrastructure, disease prevention, nutrition and outreach camps. This reflects the continuing importance of public health interventions, particularly in underserved and operational areas where access to quality healthcare services remains a challenge.
Education and Livelihood Projects Get Rs. 276.47 Cr
ONGC spent Rs. 276.47 crore on education and livelihood enhancement projects. Its interventions included school infrastructure, digital classrooms, scholarships, skill development, vocational training, farming support and income-generation activities. The focus on education and livelihoods is intended to strengthen long-term community resilience. Better learning facilities can improve educational access for children, while skill development and livelihood initiatives can help households build more secure income opportunities.
Disaster Management Spending Rises Sharply
The company spent Rs. 136.44 crore on disaster management in FY 2025-26, compared with Rs. 83.86 crore in the previous year. The rise highlights ONGC’s role in supporting communities affected by natural disasters and other emergencies. The spending assumes added relevance in the context of ONGC’s recent Rs. 25 crore pledge for Assam’s flood recovery, including restoration of flood-affected schools and support to the Chief Minister’s Relief Fund.
Environmental and Rural Development Support
ONGC allocated Rs. 67.85 crore to environmental sustainability initiatives, compared with Rs. 27.55 crore in FY 2024-25. The interventions included afforestation, renewable energy and waste-management activities. The company also spent Rs. 43.28 crore on rural infrastructure development, supporting areas such as water supply, solar lighting and community assets. Women empowerment received Rs. 7.75 crore, while initiatives for gender equality and reducing inequalities among socially and economically backward groups received Rs. 15.86 crore.
ONGC reported that it created or acquired 38 capital assets through CSR expenditure during the year. The company’s CSR programmes are implemented through ONGC Foundation and other credible implementing agencies, with a stated focus on marginalised communities, underserved regions and aspirational districts.
