CSR: CMPDI Spends Rs. 13.23 Crore in FY 2025-26, Reports No Unspent Amount

Coal India subsidiary directs Rs. 8.82 crore towards poverty, hunger, malnutrition and healthcare-related interventions, while expanding education, skilling, sanitation and environmental projects.

RANCHI (India CSR): Central Mine Planning & Design Institute Limited (CMPDI) spent Rs. 13.23 crore on Corporate Social Responsibility (CSR) initiatives during the financial year 2025-26, exceeding its net statutory obligation of Rs. 10.91 crore, according to the company’s annual report. CMPDI’s CSR expenditure increased by approximately 41.95% from Rs. 9.32 crore in FY 2024-25. The company reported no unspent CSR amount for the year or the three preceding financial years. The public sector enterprise implemented projects covering healthcare, nutrition, education, vocational skills, menstrual hygiene, drinking water, environmental sustainability, disability treatment and rural development.

During the financial year 2025-26, the has achieved Net turnover of Rs.2316.53 crore, with a profit before tax of Rs. 823.64 crore, other comprehensive income (gross) of Rs. 4.17 crore. The net worth excluding capital reserve of your company has risen to Rs. 2283.24 (including OCI of Rs. 35.30 crore) as on 31.03.2026. During the financial year, the earning per share has reduced to Rs. 8.59 (computed on 71,40,00,000 shares) from Rs. 9.34 (computed on 71,40,00,000 shares) a year back.

Coal will remain as the major contributor towards power generation in India at least for the next decade or two. India’s dependence on coal remains significant as it contributes 55% to the national energy mix and fuelling over 74% of total power generation. Though investments have been increasing for non-renewable sector, the contributory requirements in absolute terms still remain higher for coal.

CMPDI calculated its prescribed CSR requirement at Rs. 13.214 crore, representing two per cent of its average net profit of Rs. 660.693 crore for the three immediately preceding financial years. After accounting for a surplus of approximately Rs. 0.003 crore and adjusting Rs. 2.3074 crore of previous excess expenditure, the company’s net CSR obligation stood at Rs. 10.9096 crore.

Projects categorised under hunger, poverty and malnutrition received the largest allocation of Rs. 8.82 crore. This represented two-thirds of the company’s total CSR expenditure. Education, special education and employment-enhancing vocational skills received Rs. 2.87 crore. Environmental sustainability projects received Rs. 84 lakh, while rural development initiatives accounted for Rs. 7 lakh.

Administrative Expenditure

CMPDI spent Rs. 63 lakh on administrative overheads, equivalent to approximately 4.76% of its total CSR expenditure. The amount remained within the five per cent ceiling prescribed under the Companies (Corporate Social Responsibility Policy) Rules, 2014. No amount was reported as expenditure on impact assessment because the statutory impact-assessment requirement was not applicable to CMPDI during the year.

Healthcare Initiatives

Healthcare and public health formed an important part of CMPDI’s FY 2025-26 CSR portfolio. The company supported General Nursing and Midwifery training for girls from tribal blocks of Jharkhand. The intervention sought to develop healthcare skills while creating employment opportunities for young women from underserved communities.

CMPDI also extended support to socio-economically disadvantaged patients at the Ranchi Cancer Hospital and Research Centre for cancer detection. Another project supported cochlear implants for 15 children below seven years through the All India Institute of Medical Sciences, Nagpur. The company provided essential medical equipment and instruments to the Chhattisgarh Institute of Medical Sciences in Bilaspur.

Disability Intervention

Under its “Badhte Kadam” initiative, CMPDI supported the treatment of children born with clubfoot across Jharkhand, Madhya Pradesh and West Bengal. The programme uses the Ponseti method to treat clubfoot and reduce the risk of long-term physical disability among children. The intervention reflects a preventive and early-treatment approach, particularly for children from communities with limited access to specialised medical care.

Menstrual Health

CMPDI implemented menstrual hygiene initiatives across government schools in Jharkhand and West Bengal. The programme covered 15 government schools in Asansol, West Bengal, and 85 schools in Ramgarh, Jharkhand. Students received menstrual health training and access to sanitary napkins with safe and convenient disposal arrangements. The intervention combined awareness, access and sanitation infrastructure.

Water and Sanitation

The company installed water coolers equipped with inbuilt reverse-osmosis systems in 48 government schools in Ranchi. Under another school-focused initiative described as “Panchh Tatva,” CMPDI provided drinking water facilities, solar lighting, menstrual health awareness and nutrition support in government schools located in Ranchi and Nagpur. The integrated programme addressed multiple infrastructure and student well-being requirements through a common intervention model.

Education and Innovation

CMPDI supported the establishment of Atal Tinkering Laboratories in government schools in Ranchi. These laboratories are intended to encourage innovation, scientific thinking, problem-solving and practical learning among school students. The company’s education portfolio also included special education and employment-enhancing vocational skills.

Employment Skills

Job-oriented skill-development programmes were provided to underprivileged young people in Ranchi. The training covered employability-linked roles such as phlebotomy, junior technician services and machine operations. By focusing on occupations connected with healthcare and industry, the programmes sought to improve participants’ access to formal employment and income opportunities.

Environmental Action

CMPDI reported spending Rs. 84 lakh on environmental sustainability during the year. Environmental interventions included the installation of solar lights under the school-based Panchh Tatva programme. The company also supported an ambulance for animal welfare in Ranchi. Rural development activities received an additional Rs. 7 lakh.

Spending Compliance

CMPDI reported no amount transferred to an Unspent CSR Account under Section 135(6) of the Companies Act. It also made no transfer to a Schedule VII fund because the company had fulfilled its CSR spending requirement. No unspent CSR balance was reported for FY 2022-23, FY 2023-24 or FY 2024-25. The company did not create or acquire any capital asset through its CSR expenditure during FY 2025-26.

Excess Set-off

The statutory CSR annexure presents Rs. 15.5404 crore as the amount considered for determining excess expenditure. This figure includes approximately Rs. 2.31 crore of excess CSR spending brought forward from earlier years. After comparison with the two per cent requirement of Rs. 13.214 crore and adjustment of the surplus arising from previous CSR activities, approximately Rs. 2.3233 crore was shown as available for set-off in succeeding financial years. The financial statement reconciliation separately showed a closing excess balance of approximately Rs. 2.31 crore.

Accounting Reconciliation

CMPDI reported total CSR spending of Rs. 13.23 crore during FY 2025-26. However, the amount recognised in the company’s profit and loss account was Rs. 13.22 crore. The reconciliation included the utilisation of previous excess expenditure, the excess carried forward and interest of Rs. 31,222 on funds provided. The annual report also showed that CSR expenses recognised in the profit and loss account increased from Rs. 9.79 crore in FY 2024-25 to Rs. 13.22 crore in FY 2025-26.

Governance Structure

CMPDI’s CSR Committee was chaired by Marapally Venkateshwarlu. Other members serving during different periods of FY 2025-26 included Ajay Kumar, Shankar Nagachari, Rajeev Kumar Sinha and Nripendra Nath. Five CSR Committee meetings were held during the year. The report showed full attendance by members for the meetings held during their respective tenures. However, the company’s Secretarial Auditor reported that the CSR Committee was not properly constituted during FY 2025-26 as required under Section 135 of the Companies Act, 2013.

This governance observation is distinct from the company’s CSR expenditure compliance. While CMPDI reported full utilisation of its statutory CSR obligation, the committee-composition issue represented a separate compliance matter requiring attention.
