Vikas Sheel is a seasoned Indian Administrative Service (IAS) officer of the 1994 batch from the Chhattisgarh cadre, renowned for his expertise in governance, water management, and international development.

Vikas Sheel, born on June 10, 1969, in Uttar Pradesh, has carved a distinguished path in India’s civil services, blending technical acumen with administrative prowess. His journey exemplifies dedication to public welfare, spanning grassroots administration to high-level international roles. A 1994-batch IAS officer, Sheel initially joined the service in the undivided Madhya Pradesh cadre before opting for the newly formed Chhattisgarh cadre in 2000, following the state’s bifurcation. Over three decades, he has held pivotal positions that have shaped policies in health, water resources, and economic development, culminating in his recent appointment as the 13th Chief Secretary of Chhattisgarh on September 25, 2025. He is set to assume this role on September 30, 2025, succeeding Amitabh Jain, after being relieved from his current international assignment.

Sheel’s educational foundation laid the groundwork for his multifaceted career. He holds a Bachelor of Engineering (B.E.) in Electrical Engineering from the prestigious Birla Institute of Technology and Science (BITS) Pilani, equipping him with a strong analytical and problem-solving mindset. Recognizing the need for specialized knowledge in governance, he later pursued an advanced course in public administration and health service management at Syracuse University in the United States. This international exposure honed his skills in policy formulation and implementation, particularly in sectors requiring interdisciplinary approaches. Fluent in English and Hindi, Sheel has effectively communicated across diverse stakeholders, from rural communities to global forums.

His early career in the civil services was marked by hands-on administrative roles in Madhya Pradesh and later Chhattisgarh. Joining the IAS on September 4, 1994, Sheel quickly rose through the ranks, demonstrating leadership in district-level governance. As District Collector of Raipur and Bilaspur—two of Chhattisgarh’s most populous and industrially significant districts—he oversaw critical functions such as revenue administration, law and order, and development projects. These postings exposed him to the challenges of Naxal-affected regions, where he focused on infrastructure development, education, and healthcare to foster inclusive growth. His tenure as Collector was noted for efficient disaster management and community engagement, earning him recognition for bridging urban-rural divides.

Progressing to state-level responsibilities, Sheel served as Secretary in several key departments in Chhattisgarh, including those handling finance, planning, and rural development. In these roles, he contributed to policy initiatives aimed at economic upliftment and social welfare. His work emphasized sustainable development, particularly in a state rich in natural resources but plagued by poverty and inequality. Sheel’s approach integrated technology with governance, leveraging his engineering background to streamline processes like land records digitization and e-governance platforms.

In March 2018, Sheel transitioned to central deputation, marking a significant phase in his career where he influenced national policies. He first served as Additional Secretary in the Department of Health and Family Welfare under the Ministry of Health and Family Welfare. During this period, which coincided with the onset of the COVID-19 pandemic, Sheel played a crucial role in coordinating health responses, including vaccine distribution strategies and public health campaigns. His expertise in health service management from Syracuse proved invaluable in scaling up infrastructure and ensuring equitable access to medical services across states.

Subsequently, Sheel was appointed as Additional Secretary and Mission Director of the Jal Jeevan Mission (JJM) in the Ministry of Jal Shakti. Launched in 2019, JJM aims to provide functional tap water connections to every rural household in India by 2024. Under Sheel’s leadership, the mission made substantial strides, achieving milestones in water supply infrastructure and community participation. He emphasized the “5 R’s”—refuse, reduce, reuse, recycle, and recover—in water management, promoting sustainability and resource efficiency. Sheel’s contributions extended to research and policy advocacy; he co-authored studies on the ripple effects of safe drinking water on public health, highlighting reductions in waterborne diseases and improvements in nutrition and education outcomes. A desk review he led examined gaps in previous water schemes, advocating for gram panchayat-led implementations to ensure long-term viability. His tenure at JJM not only accelerated progress toward the mission’s goals but also positioned water security as a cornerstone of India’s development agenda.

In January 2024, Sheel was elevated to the international stage with his appointment as Executive Director at the Asian Development Bank (ADB) in Manila, Philippines, for a three-year term. Representing Bangladesh, Bhutan, India, Lao PDR, Tajikistan, and Turkmenistan on the ADB’s Board of Directors, he has been instrumental in shaping development financing strategies for the region. His role involves overseeing projects in infrastructure, climate resilience, and poverty alleviation, drawing on his domestic experience in health and water sectors. At ADB, Sheel has advocated for inclusive growth, participating in evaluations and forums like the Asian Evaluation Week, where he discussed sustainable development metrics. This assignment underscored his global stature, blending India’s developmental priorities with multilateral cooperation.

Despite his ongoing term at ADB, Sheel’s deep ties to Chhattisgarh prompted his recall to head the state administration. As Chief Secretary, he will oversee all state departments, coordinating with the Chief Minister’s office to drive policies on industrialization, tribal welfare, and environmental conservation. This appointment, announced amid speculation since mid-September 2025, reflects his seniority and proven track record. At 56, Sheel brings a wealth of experience to tackle Chhattisgarh’s challenges, including Naxalism, mining regulations, and urban development.

Throughout his career, Sheel has demonstrated unwavering commitment to ethical governance and innovation. His leadership style emphasizes collaboration, data-driven decisions, and community empowerment. While details on his personal life remain private, his professional achievements speak volumes about his dedication. As he steps into the role of Chief Secretary, Vikas Sheel is poised to lead Chhattisgarh toward greater prosperity, building on his legacy of transformative public service.
