Retired Chhattisgarh High Court judge will lead the Raipur-based tribunal for up to five years or until attaining the age of 67, whichever is earlier
RAIPUR (India CSR): The Chhattisgarh Government has appointed Justice Rajani Dubey, a retired judge of the Chhattisgarh High Court, Bilaspur, as the Chairperson of the Chhattisgarh Real Estate Appellate Tribunal in Raipur. The appointment has been made by the Housing and Environment Department of the Government of Chhattisgarh under the Real Estate (Regulation and Development) Act, 2016. Justice Dubey’s appointment strengthens the institutional framework for addressing appeals and disputes related to the real estate sector in the state.
Appointment Under RERA Provisions
According to the official order, the appointment has been made by exercising powers under Section 46(1)(a) and Section 46(2) of the Real Estate (Regulation and Development) Act, 2016. The Chhattisgarh Real Estate Appellate Tribunal serves as an important forum for hearing appeals arising from decisions, directions or orders issued under the RERA framework. It is intended to offer an appellate mechanism for homebuyers, developers, real estate agents and other stakeholders. The tribunal plays a critical role in ensuring accountability, transparency and timely dispute resolution in the real estate sector.
Tenure of Up to Five Years
The government order states that Justice Rajni Dubey will hold the office under Section 47(1) of the Act. Her tenure will be for a maximum period of five years from the date she assumes charge, or until she attains the age of 67 years, whichever is earlier. The terms and conditions related to her service as Chairperson will be issued separately, the order said.
Importance for Homebuyers and Developers
The appointment comes at a time when effective real estate regulation remains important for protecting consumer interests and improving confidence in property transactions. The Real Estate (Regulation and Development) Act, 2016, was enacted to bring greater discipline to the sector by improving disclosure norms, project accountability and grievance-redressal systems. A functional and experienced appellate tribunal can help ensure that disputes are examined through a fair legal process. It can also support the broader objective of creating a more transparent and responsible real estate ecosystem in Chhattisgarh.

The order was issued by the Housing and Environment Department, Government of Chhattisgarh, from Mahanadi Bhawan, Nava Raipur Atal Nagar. It was digitally signed by Shatruhan Yadav, Under Secretary, Housing and Environment Department, Government of Chhattisgarh, on August 14, 2026. The appointment order was also circulated to key state and central authorities, including the Chhattisgarh High Court, the Governor’s Secretariat, the Chief Minister’s Secretariat, the Ministry of Housing and Urban Affairs, Government of India, and the Chhattisgarh Real Estate Regulatory Authority.
