Haryana Seeks CSR Support to Equip 23 District Hospitals

CSR funding will be mobilised for biomedical equipment and haemophilia treatment across Haryana’s district civil hospitals

CHANDIGARH (India CSR): The Haryana government is seeking Corporate Social Responsibility (CSR) support from banks, public sector undertakings, industries and corporate organisations to equip 23 district civil hospitals with essential biomedical equipment and strengthen treatment for haemophilia patients across the state.

The Health and Family Welfare Department has asked district administrations to engage eligible CSR contributors and identify support for healthcare equipment and patient treatment. Additional Chief Secretary, Health and Family Welfare, Sumita Misra has directed deputy commissioners to coordinate the initiative at the district level.

23 Hospitals Covered

A district-wise assessment has identified biomedical equipment requirements across 23 district civil hospitals in Haryana.

According to the government, CSR-backed equipment is expected to improve diagnostic and treatment capacity at these hospitals, reduce dependence on referrals to tertiary healthcare centres and strengthen public healthcare services closer to patients.

Corporate entities will be able to sponsor specific biomedical equipment identified by the government or provide financial assistance for haemophilia treatment.

The announcement does not specify the total financial requirement for upgrading all 23 hospitals or provide a district-wise cost estimate.

Haemophilia Support

The initiative places particular emphasis on patients living with haemophilia, a condition that requires continuing medical management.

Haryana has nearly 1,000 registered haemophilia patients, according to the government. Their annual treatment expenditure is estimated at around ₹50 crore, translating to approximately ₹4 lakh to ₹5 lakh per patient annually.

Misra said timely and uninterrupted treatment is important for preventing disability, complications and loss of productivity among patients.

CSR support is therefore being explored not only for hospital equipment but also to help strengthen access to haemophilia care.

Corporate Participation

Deputy commissioners have been asked to bring together banks, PSUs, industries, corporate entities, business associations and other potential CSR contributors operating in their respective districts.

District administrations will work with civil surgeons and health authorities to identify potential corporate partners and prepare proposals for support.

This decentralised approach is intended to connect local CSR resources with clearly identified public healthcare requirements.

Participating organisations can select specific medical equipment requirements or contribute towards haemophilia treatment, according to the government framework.

Procurement Mechanism

To provide an institutional mechanism for procurement, CSR funds meant for biomedical equipment may be transferred directly to the Haryana Medical Services Corporation Limited (HMSCL).

HMSCL is the state-designated agency responsible for procurement of medical equipment, medicines and allied healthcare services.

The government said this mechanism is intended to support transparent procurement, maintain quality standards and facilitate timely supply of equipment to district hospitals.

Using a designated procurement agency could also provide companies with a structured route for supporting government healthcare infrastructure through CSR funding.

District Monitoring

Each district has been asked to appoint a nodal officer to coordinate with the Health Department and HMSCL.

The nodal officer will track CSR proposals, facilitate coordination with potential corporate contributors and monitor implementation.

District administrations are also expected to submit action and progress reports to the Health and Family Welfare Department. These reports will include organisations approached, commitments secured and proposals under consideration.

The monitoring arrangement is intended to give the state government an overview of CSR mobilisation and implementation across districts.

Public Health Focus

Misra said active involvement by district administrations could help mobilise local industries, financial institutions, PSUs and corporate organisations for the healthcare initiative.

The proposed CSR support could strengthen physical healthcare infrastructure while also assisting patients requiring long-term treatment.

For a fuller assessment of the initiative, further disclosure would be useful on the total funding requirement, equipment lists for each hospital, CSR commitments received, participating companies, procurement timelines and measurable improvements in healthcare delivery.
