Prime Minister is the ex-officio Chairman of the PM CARES Fund. Ratan N. Tata is a trustee and Sudha Murthy is an advisory board member.

Given India’s vast geographical expanse and populous nature, effective response to public emergencies or crises requires collaborative efforts from both the Government and its citizens to minimize damage and prevent future occurrences. This is precisely why the PM Cares Fund was established. This public charitable trust, chaired by the Prime Minister of India, aims to pool resources to tackle crises. Furthermore, its membership includes other key government officials, such as the Finance Minister and the Defence Minister of India.

The PM Cares fund looks after the citizens and provides any form of support or assistance that might be needed in the face of an unprecedented crisis. Furthermore, the fund also provides financial support wherever needed to build healthcare facilities or any other infrastructure services that the public might need in trying times.

According to official records, the PM CARES Fund received a total of Rs 535.44 crore in foreign donations over the past three years. PM CARES was established in March 2020. It has been registered as a Public Charitable Trust. The Registration Act, of 1908, has been utilized to register the trust deed of PM CARES Fund.

In FY 2020-21, the PM CARES Fund’s corpus has seen a significant increase, soaring to Rs 10,990.17 crore—triple its previous amount.

The total corpus under the PM CARES Funds in 2020-21 was Rs 10,990.17 crore. While Rs 3,976.17 crore was spent from the fund in 2020-21, according to the latest audited statement of PM CARES Funds. As on March 31, 2021, the Fund had an unspent balance of Rs 7,013.99 crore. The government has used a part of the money to buy medical equipment, including ventilators, to boost the battle against COVID-19 and has also provided relief to migrants.

The highest amount was spent on the Procurement of 6.6 crore doses of COVID-19 vaccine i.e. Rs 1,392.82 crore. The Fund was established on March 27, 2020. PM CARES fund is a dedicated national fund with the primary objective of dealing with any kind of emergency or distress situation posed by the COVID-19 pandemic. Prime Minister is the ex-officio Chairman of the PM CARES Fund. The fund was set up as a public charitable trust “keeping in mind the need for having a dedicated national fund with the primary objective of dealing with any kind of emergency or distress situation, like posed by the COVID-19 pandemic, and to provide relief to the affected”.

Q.1 What is PM CARES Fund?

PM CARES Fund is a public charitable trust. It has been set up keeping in mind the need for having a dedicated fund with the primary objective of dealing with any kind of emergency or distress situation, like posed by the COVID-19 pandemic, and to provide relief to the affected.

Q.2 Who are the Trustees and Advisors of the PM CARES Fund?

The Prime Minister of India is Chairperson (ex-officio) of the PM CARES Fund and Minister of Defence, Minister of Home Affairs and Minister of Finance, Government of India are ex-officio Trustees of the Fund.

The Prime Minister, as the Chairperson of the Board of Trustees of the PM CARES Fund, has nominated the following three trustees to the Board:

  • Shri Justice K.T.Thomas (Retd.)
  • Shri Kariya Munda
  • Shri Ratan N. Tata

The Board of Trustees of the PM CARES Fund has also nominated the following to the Advisory Board of the Trust:

  • Shri Rajiv Mehrishi
  • Smt. Sudha Murthy
  • Shri Anand Shah

Q.3 What are the Objectives of the PM CARES Fund Trust?

The primary objectives of the PM CARES Fund Trust are:

To undertake and support relief or assistance of any kind relating to a public health emergency or any other kind of emergency, calamity or distress, either man-made or natural, including the creation or upgradation of healthcare or pharmaceutical facilities, other necessary infrastructure, funding relevant research or any other type of support.

To render financial assistance, provide grants of payments of money, or take such other steps as may be deemed necessary by the Board of Trustees to assist the affected population.

To undertake any other activity, which is not inconsistent with the above Objects.

  • The Trust is authorized to carry out and support relief or assistance of any kind about public health emergencies or any other type of emergency, calamity, or distress caused by humans or nature.
  • This may include establishing or improving healthcare or pharmaceutical facilities, developing necessary infrastructure, providing funding for relevant research, or any other type of support.
  • The Trust may provide financial assistance, issue grants, make money payments, or take any other necessary measures deemed appropriate by the Board of Trustees to aid the affected population.
  • The Trust is empowered to undertake any other activity that is not inconsistent with the aforementioned objectives.

Q.4 What is the legal framework of the PM CARES Fund?

PM CARES Fund has been registered as a Public Charitable Trust. The trust deed of PM CARES Fund has been registered under the Registration Act, 1908 at New Delhi on 27th March 2020.

Q.5 What are the responsibilities of the Trustees?

The Trustees are responsible for the following:

  • Fulfilling the objects of the Trust;
  • Managing the contribution process to ensure proper application of the Trust property;
  • Preparing and submitting all filings, accounts and returns as required under applicable law.

Q.6 How is the PM CARES Fund administered?

The fund is administered on an honorary basis by the Additional Secretary/ Joint Secretary, in charge of the PM CARES Fund in the PMO, as Secretary of the PM CARES fund, who is assisted on an honorary basis by other designated officers in the PMO. The Prime Minister’s Office provides such administrative and secretarial support to the Trustees for the management and administration of the Trust, as may be required by the Trustees.

Q.7 Where is the Head Office of the Fund?

The Head Office of the Fund is Prime Minister’s Office, South Block, New Delhi.

Q.8 What type of domestic donations are accepted in the PM CARES Fund?

PM CARES Fund accepts voluntary contributions by individuals/organizations as well as contributions as part of CSR from Companies/Public Sector Undertakings (PSUs). However, contributions flowing out of budgetary sources of the PSUs are not accepted.

Q.9 What are the modes through which domestic donation can be made to the PM CARES Fund?

Contributions can be made by following modes:

  • Net Banking (SBI and other commercial Banks)
  • Card Payments – SBI ATM-cum-Debit Card, Other Bank Debit Cards, Credit Card, Prepaid Card, Foreign Card
  • Another Payment mode: SBI Branch, NEFT/RTGS

Contributions can also be made online through the dedicated portal – pmcares.gov.in as well as the portal of PMO i.e. pmindia.gov.in. One can also contribute through the portals of the collection banks.

Further, a cheque or demand draft drawn in favour of ‘PM CARES Fund’ can be sent to Under Secretary (Funds), PMO, South Block, New Delhi, Pin -110011 along with Name, Address, Mobile No. and the E-mail ID of the donor.

Q. 10 Are contributions towards the PM CARES Fund exempted from Income Tax?

Yes, in computing the total income of an assessee, there shall be deducted, in accordance with and subject to provisions of Section 80(G) of the Income Tax Act, 1961, any sums paid by the assessee in the previous year as a donation to the PM CARES Fund. The deduction is available for those who opt for the old tax slabs.

It may be noted that the certificate of donation in Form No. 10BE is only applicable to the fund or institutions approved under sub-clause (iv) of clause (a) of sub-section (2) of section 80G. In respect of donations that fall in any other category (which, inter alia, includes the PM CARES Fund), the deduction under section 80G of the Act shall be allowed to assessees based on the claim made by them in their return of income. Form No. 10BE is not required to be issued in case of the PM CARES Fund.

Q. 11 Is the PM CARES Fund exempted from paying Income Tax?

Yes, the fund is exempted from paying Income Tax as per Section 10(23)(c) of the Income Tax Act, 1961.

Q.12 Does contribution towards PM CARES Fund qualify as CSR expenditure?

Yes, any contribution made to the PM CARES Fund by any Company or a PSU shall qualify as Corporate Social Responsibility (CSR) expenditure as provided under the Companies Act, 2013.

Q.13 Does the PM CARES Fund have a Permanent Account Number (PAN)?

Yes, the PM CARES Fund has been allotted a Permanent Account Number (PAN) AAETP3993P.

Q.14 Who has the power to formulate criteria for disbursal of funds held under PM CARES Fund?

The Trustees of the PM CARES Fund have powers to formulate rules/criteria for carrying out any of the Objectives of the Trust.

Q.15 What is the quantum of funds collected under domestic donations and foreign donations in the PM CARES Fund? How much money has been sanctioned from the PM CARES Fund?

Q.16 How will be a formal donation receipt issued to the donors?

‘Print Receipt’ Section → Select the Channel used for donation → Enter Mobile No. and Bank Reference Number → Enter the OTP received on the Mobile number → Download the Receipt

Q.17 Is there any transaction charge for online payment?

There is no transaction charge levied by PM CARES Fund for online payment. However some banks may levy the net-banking transaction charges, which may vary from bank to bank.

Q.18 Who is the authority to issue a certificate for claiming deductions u/s 80(G) of the Income Tax Act, 1961 in respect of donations made by employees of an organisation to the PM CARES Fund?

In respect of such donations, the benefit will be admissible u/s 80(G) of the Income Tax Act, 1961 on the basis of a certificate issued by the Drawing and Disbursing Officer [DDO] / Employer on this behalf.

Q.19 Who audits the PM CARES Fund?

PM CARES Fund is audited by an independent auditor. Trustees of the Fund during the 2nd meeting held on 23.04.2020 decided to appoint M/s SARC & Associates, Chartered Accountants, New Delhi as the auditors of PM CARES Fund for 3 years.

Q.20 What is the statutory period by which the accounts should be audited?

There is no statutory period prescribed for the audit of the PM CARES under the Income Tax Act. However, the audit will be conducted at the end of the Financial Year.

Q.21 Whether Foreign Donations are accepted in the PM CARES Fund?

Yes. PM CARES Fund has received an exemption from the operation of all provisions of the Foreign Contribution (Regulation) Act, 2010. Foreign Donation is accepted from individuals and organizations based in Foreign countries through Foreign Credit / Debit Cards and also through Wire Transfer/SWIFT following the link on the Home page of the PM CARES Fund portal.

Donations in foreign currency can be made to PM CARES A/c in State Bank of India, New Delhi Main Branch, A/c No. 39239654818, IFSC-SBIN0000691, SWIFT Code-SBININBB104.

Can I donate to the PM Cares fund?
Any person, individual, firm or a company can donate to the PM Cares fund. There are no limits towards that – completely open to the public. Furthermore, the minimum limit of the donation has also been set at just ₹10. The minimum amount has been kept incredibly low, so that no matter which line or field of work that you maybe from, you will still be able to donate an amount, however small it might be.

To donate to PM Cares, you will have to make the payment electronically. Otherwise, you can also make use of UPI apps to make the payment. There are multiple UPI applications in the market, to help you to donate to PM Cares. But we would suggest getting the Airtel Thanks app, since it provides the perfect platform for you to make online transactions and mobile recharges.
