नई दिल्ली। वित्त मंत्री निर्मला सीतारमण ने भारतीय कारोबार जगत से आग्रह किया है कि वह अपना सीएसआर आर्थिक रूप से कमजोर प्रदेशों में खर्च करें। वित्त मंत्री ने कंपनियों से झारखंड, छत्तीसगढ़, बिहार और पूवरेत्तर राज्यों के विकास कार्यो में खर्च करने का आग्रह किया।

उन्होंने पिछले वर्ष कॉरपोरेट जगत द्वारा इस मद में किए गए खर्च की सराहना की। पिछले वर्ष कंपनियों ने कुल 13 हजार करोड़ रुपये कॉरपोरेट सामाजिक दायित्व (सीएसआर) के प्रावधान के तहत खर्च किए थे।

सीतारमण ने कहा कि महाराष्ट्र, गुजरात, कर्नाटक, तमिलनाडु, आंध्र प्रदेश और दिल्ली जैसे राज्यों में सीएसआर के तहत पर्याप्त धन खर्च होता है। इसे आर्थिक रूप से कमजोर राज्यों में भी खर्च किया जाना चाहिए, जिससे इन राज्यों के विकास में मदद मिल सके।

पहली बार हो रहे नेशनल सीएसआर अवार्ड कार्यक्रम में सीतारमण ने कहा कि बहुत कमाई कर लेना ही सम्मान पाने का आधार नहीं है। उस कमाई का एक हिस्सा समाज को वापस लौटाना असल में सम्मान पाने का आधार है। समाज से कमाई गई संपत्ति का हिस्सा समाज को वापस लौटा देना ही सीएसआर है।

कपंनी एक्ट 2013 के तहत कुछ बड़ी कंपनियों को अपने तीन साल के औसत मुनाफे का कम से कम दो परसेंट सीएसआर के तहत खर्च करना होता है। पिछले कुछ वर्षो के दौरान कंपनियों ने सीएसआर पर खर्च को गंभीरता से लेना शुरू किया है।

पिछले पांच वर्षो के दौरान भारतीय कंपनियों ने सीएसआर के मद में 50,000 करोड़ रुपये से ज्यादा खर्च किया है। सरकार ने सीएसआर मद के खर्च को अनिवार्य किया हुआ था, जिसमें विफल रहने पर कंपनियों पर कानून के उल्लंघन का मामला चल सकता था।

लेकिन इसी वर्ष अगस्त में कंपनियों के लिए उठाए गए सुधारवादी कदमों के तहत सरकार ने सीएसआर पर खर्च को अपराध के दायरे से बाहर कर दिया है।

हालांकि सरकार ने कंपनियों से बार-बार आग्रह किया है कि वे इस मद के खर्च को गंभीरता से लें, ताकि सामाजिक विकास के कार्यो को गति दी जा सके।
