NEW DELHI (India CSR): In a powerful stride toward healthcare equity, REC Limited, a Maharatna CPSE under the Ministry of Power, has launched five Mobile Medical Units (MMUs) across the remote districts of Uttarakhand, committing Rs 6.01 crore under its Corporate Social Responsibility (CSR) initiative, Doctor Apke Dwaar. Designed to bridge the rural healthcare gap, this move particularly focuses on women’s health in underserved regions, including culturally conservative and geographically inaccessible communities.

The initiative was officially launched on May 10, 2025, by Uttarakhand Chief Minister Shri Pushkar Singh Dhami, alongside Health Minister Dr. Dhan Singh Rawat, senior officials from the State Health Department, and leadership teams from REC and CSC Academy.

A Lifeline for Rural Healthcare: The Doctor Apke Dwaar Programme

REC’s deployment of five MMUs is part of its pan-India health outreach program, Doctor Apke Dwaar, which has already seen implementation in Bihar, Chhattisgarh, Tamil Nadu, and Punjab. The mission is clear — make quality primary healthcare accessible at the doorstep of every Indian, especially those in rural and tribal belts.

These newly flagged-off MMUs will operate in:

  • Haridwar – 2 Units
  • Udham Singh Nagar – 2 Units
  • Tehri Garhwal – 1 Unit

Each unit is equipped with essential diagnostic tools, medicines, and staffed by trained medical personnel. The vans will operate six days a week, reaching out to people in remotest corners with no-cost consultations and treatments.

First-of-Its-Kind Women’s Health Mobile Unit

A notable highlight of the initiative is a fully dedicated Mobile Medical Unit for women, staffed entirely by female healthcare professionals. This gender-focused approach aims to overcome cultural taboos and logistical challenges that often prevent women from seeking timely care.

This women-centric MMU will provide services like:

  • Gynecological check-ups
  • Pre-natal and post-natal consultations
  • Menstrual hygiene education
  • Nutrition counselling

It’s a pioneering step toward inclusive, respectful, and safe healthcare access for women, particularly in regions where they traditionally remain underserved.

Integration with State Healthcare System

The MMUs will not operate in isolation. Instead, they are strategically aligned with the Chief Medical Officers (CMOs) and State Health Department of Uttarakhand. This ensures:

  • Seamless data sharing and reporting
  • Follow-up care and referrals
  • Support to existing public health campaigns

The coordination strengthens the continuum of care, ensuring these MMUs act as an extension of the state’s primary health system.

Building Toward “Swasth Uttarakhand, Samriddh Uttarakhand”

This CSR initiative is not merely a symbolic gesture — it is a strategic contribution to the Uttarakhand government’s vision of “Swasth Uttarakhand, Samriddh Uttarakhand”. By taking healthcare directly to the doorsteps of vulnerable populations, the project addresses:

  • Low rural doctor-patient ratios
  • Inaccessible terrain
  • Cultural barriers to women’s health access

It’s a model that prioritizes last-mile connectivity, setting an example for public-private partnerships in healthcare delivery.

Strategic Partnership: REC and CSC Academy

This deployment is being executed in collaboration with CSC Academy, a key implementation partner with ground-level outreach across India’s rural heartland. With a shared vision of empowering rural communities, the collaboration ensures:

  • Efficient management of MMU operations
  • Localized community engagement
  • Effective health awareness campaigns

The initiative combines REC’s financial commitment with CSC Academy’s grassroots execution capacity, creating a sustainable, scalable model for rural healthcare access.

REC Limited has long aligned its CSR focus with sustainable community development, especially in power-deficit and socio-economically weaker regions. Through its CSR arm, REC Foundation, the company has consistently funded impactful projects in education, health, infrastructure, and skill development.
