Chhattisgarh: Uplifting 4 Million Out of Multidimensional Poverty

It is a miracle of the Chhattisgarh government’s justice scheme that in a quarter to five years, 40 lakh people of the state have come out of multidimensional poverty.

In an era where many regions grapple with poverty, Chhattisgarh’s recent success story stands out. Within a span of just five years, the state has achieved the colossal task of liberating 4 million residents from the chains of multidimensional poverty, showcasing an exemplary model of developmental governance.

Recent developments in Chhattisgarh have revealed that the state’s justice schemes have achieved remarkable feats in poverty eradication. With over 4 million residents successfully brought out of the clutches of multidimensional poverty within a span of five years, these schemes stand as a testament to the state’s commitment towards the betterment of its people.

Understanding Multidimensional Poverty

Multidimensional poverty is not just a monetary deficit. It encapsulates various dimensions including lack of education, health services, standard of living, and many other critical factors affecting an individual’s quality of life. Breaking free from such intricate webs of deprivation requires comprehensive, inclusive, and effective strategies, which Chhattisgarh seems to have successfully implemented.

Highlighting the Impact – From the Lens of NITI Aayog

The NITI Aayog’s recent report affirms the transformative role played by Chhattisgarh’s justice schemes. One cannot overlook the comprehensive reach of these initiatives, including the Rajiv Gandhi Kisan Nyay Yojana, Godhan Nyay Yojana, and many others, which have provided direct assistance to villagers, farmers, women, and youth, with an aggregate worth of Rs. 2.5 lakh crore. As a result, tangible changes are observed in the residents’ financial status.

Supporting these facts, the state’s per capita income and GSDP have witnessed an impressive surge. Remarkably, even in the wake of the COVID-19 pandemic that halted economic activities for two years, Chhattisgarh showcased a growth rate surpassing the national average in 2022-23 across key sectors.

Reviving Agriculture and Boosting Rural Economy

Agriculture forms the backbone of Chhattisgarh, providing livelihood to approximately 74% of its population. The state government’s relentless efforts over the past five years have rejuvenated this sector. Not only have the farmers received the best price for their paddy, but the introduction of schemes like Rajiv Gandhi Kisan Nyay Yojana has provided them with substantial direct assistance.

Moreover, initiatives like the Suraji Gaon Yojana Narva, Garwa, Ghurwa, Bari Development Program, and Godhan Nyaya Yojana have amplified the rural economy’s vibrancy. From conserving water with the Narva Development Programme to enhancing income through livestock via the Garva programme, Chhattisgarh’s multi-faceted schemes have painted a brighter future for its residents. The Godhan Nyaya Yojana, in particular, has opened diverse avenues of employment and self-reliance, evident from the prosperity of over two lakh women associated with Gothans.

Health Schemes

Beyond agriculture, the state government has also launched numerous health and welfare schemes. The Chief Minister Haat Bazar Clinic Scheme, Dr. Khubchand Baghel Health Assistance Scheme, and others have significantly improved healthcare access, providing substantial relief to residents. Moreover, initiatives aimed at forest dwellers, like the enhanced rates for tendu leaves collection and the Rajiv Gandhi Landless Agricultural Labor Justice Scheme, have further alleviated poverty.

The decline in poverty rates

Chhattisgarh’s relentless march towards progress is aptly reflected in NITI Aayog’s findings. With districts like Kabirdham, Surguja, and Dantewada witnessing a substantial decline in poverty rates, the state’s pro-people policies and justice schemes deserve commendation. The notable reduction in poverty across the state is a monumental achievement, signaling a promising future for Chhattisgarh and its residents.

The Pillars of Chhattisgarh’s Success

Several factors have played pivotal roles in achieving this feat:

  1. Focused Justice Schemes: Chhattisgarh’s tailored justice schemes, like the Rajiv Gandhi Kisan Nyay Yojana and Godhan Nyay Yojana, have addressed the specific needs of diverse groups, from villagers and farmers to cattle herders and youth. By providing direct financial assistance, these initiatives have been instrumental in enhancing the economic status of beneficiaries.
  2. Revitalization of Agriculture: With agriculture serving as the lifeline for a majority of the state’s population, the government’s emphasis on schemes promoting agricultural prosperity has paid off. By ensuring fair remuneration for produce and providing direct financial aids, the enthusiasm towards agriculture has seen a significant revival.
  3. Holistic Rural Development: Programs such as Suraji Gaon Yojana Narva and Godhan Nyaya Yojana have not only bolstered the rural economy but also led to improvements in water conservation, organic farming, and livestock rearing. The holistic approach has made villages more self-reliant, thereby reducing their vulnerability to poverty.
  4. Empowerment Initiatives: Efforts like the Godhan Nyaya Yojana have created multifaceted employment opportunities, with initiatives like vermicompost production from cow waste material. These have given rise to alternative income sources, especially benefiting women, who have become economically more resilient.

The liberation of 4 million individuals from multidimensional poverty in Chhattisgarh is not just a statistic; it represents hope, resilience, and a testament to effective governance. As other regions search for successful poverty-alleviation models, Chhattisgarh’s holistic and inclusive approach serves as a beacon of inspiration. The state’s journey underscores the importance of understanding the varied nuances of poverty and crafting strategies that address the root causes, rather than just the symptoms.
