Bhupesh Baghel is known for his initiatives in agriculture, health, education, and tribal welfare sectors in Chhattisgarh.


Bhupesh Baghel, who was the 3rd Chief Minister of Chhattisgarh, served from 2018 to 2023 (17.12.2018 to 13.12.2023)​​. In the 2023 Chhattisgarh Assembly Election, the Bharatiya Janata Party (BJP) won 54 seats in the 90-member assembly, leading to the Congress party’s defeat. He belongs to the Indian National Congress party and represents the Patan constituency in the Chhattisgarh Legislative Assembly.

He was also the president of the Chhattisgarh Pradesh Congress from 2014 to 2019. He started his political career at the Indian Youth Congress and became a member of the Madhya Pradesh Legislative Assembly in 1993. He was appointed as a minister in Digvijaya Singh’s cabinet in Madhya Pradesh and later in Chhattisgarh after its formation.

Early Life and Education of Bhupesh Baghel

Bhupesh Baghel was born on August 23, 1961, in Durg, Madhya Pradesh, India. He is the son of Nand Kumar Baghel and Bindeshwari Baghel. His father was a farmer and his mother was a homemaker.

Baghel attended the Government Boys Higher Secondary School in Durg. He then went on to study law at the Government Law College in Raipur. After graduating from law school, he started practicing law in Durg.

Political Career of Bhupesh Baghel

Baghel joined the Indian National Congress (INC) in 1980. He was elected to the Madhya Pradesh Legislative Assembly in 1993. He served as a minister in the Digvijaya Singh government from 1999 to 2003.

In 2000, Chhattisgarh was carved out of Madhya Pradesh. Baghel was elected to the first Chhattisgarh Legislative Assembly in 2003. He served as the Leader of the Opposition in the Assembly from 2003 to 2008.

In 2008, Baghel was re-elected to the Chhattisgarh Legislative Assembly. He served as the Leader of the Opposition in the Assembly from 2008 to 2013.

In 2013, Baghel was re-elected to the Chhattisgarh Legislative Assembly. He was elected as the President of the Chhattisgarh Pradesh Congress Committee in 2014.

In 2018, the INC won the Chhattisgarh Assembly elections. Baghel was sworn in as the Chief Minister of Chhattisgarh on December 17, 2018.

  • Poverty: Chhattisgarh is one of the poorest states in India. According to the 2011 census, 37.7% of the population of Chhattisgarh lives below the poverty line.
  • Unemployment: Chhattisgarh also has a high unemployment rate. According to the 2011 census, the unemployment rate in Chhattisgarh is 12.3%.
  • Law and order: Chhattisgarh has a history of Naxalite violence. The Naxalites are a Maoist insurgent group that has been active in Chhattisgarh for decades.
  • Corruption: Chhattisgarh is also a corrupt state. According to the Transparency International Corruption Perceptions Index, Chhattisgarh ranks 130 out of 180 countries in terms of corruption.

Political Challenges for Bhupesh Baghel

  • The infighting within the Congress party over the chief ministerial post, as his rival TS Singhdeo has been demanding a power-sharing formula based on a two-and-a-half-year tenure.
  • The tribal agitation in the state against coal mining in Hasdeo Aranya region and security camps in Bastar, have led to protests and violence1.
  • The opposition from the BJP and the Governor over his quota Bills, which provide for 76 per cent reservation in government jobs and education for various caste categories.
  • The emergence of AAP as a third option for the disgruntled and dissatisfied leaders and voters in the state.
  • The rise of a communal narrative and polarisation in the state, especially after the Durga idol immersion row and the anti-conversion law.
  • The impact of the COVID-19 pandemic and the economic slowdown on the state’s finances and development.

In addition to the challenges mentioned above, Baghel also faces the challenge of strong opposition. The Bharatiya Janata Party (BJP) is the main opposition party in Chhattisgarh. The BJP has been critical of Baghel’s government and has accused him of corruption and mismanagement.
