IAS Parul Patwari’s “Shikshartha” in Odisha Gains National Recognition for Transforming Tribal Education

RAYAGADA/BHUBANESWAR: In a compelling example of innovation-driven governance, IAS officer Parul Patwari has once again demonstrated how administrative leadership can create meaningful grassroots impact. Her flagship initiative, Shikshartha, implemented in the tribal-dominated district of Rayagada, has recently received recognition from NITI Aayog, bringing national attention to a model that blends education with indigenous culture.

A 2015-batch IAS officer, Patwari is widely regarded for her hands-on, detail-oriented, and innovative approach to governance. Over the years, she has served across diverse geographies in Odisha—ranging from mining belts to coastal and industrial zones. However, her work in tribal regions such as Keonjhar and Rayagada stands out for its deep community engagement and long-term developmental vision.

During the COVID-19 pandemic, Patwari played a crucial administrative role as Additional District Magistrate in Ganjam and later as Additional Commissioner at the Bhubaneswar Municipal Corporation. Her efficient crisis management and citizen-centric approach earned her appreciation from the state’s top leadership, further reinforcing her reputation as a responsive and effective administrator.

As District Collector of Jagatsinghpur, one of Odisha’s key industrial hubs, she successfully facilitated major investments, including integrated steel plant projects by JSW Utkal Steel and ArcelorMittal Nippon Steel at Paradeep. Her ability to balance industrial growth with administrative efficiency reflects her versatile leadership.

Reimagining Education for Tribal Communities

Rayagada district, where over 56% of the population belongs to tribal communities, faces unique educational challenges, including language barriers, cultural disconnect, and limited access to engaging learning tools. Recognizing these gaps, Patwari conceptualized Shikshartha as a transformative approach to make education more inclusive, experiential, and culturally relevant.

The initiative turns school infrastructure—walls, floors, and outdoor spaces—into interactive learning tools. By incorporating local traditions, folklore, and art forms such as the GI-tagged Idittal paintings of the Lanjia Saura community, Shikshartha bridges the gap between formal education and indigenous knowledge systems.

The program emphasizes activity-based learning and contextual education, enabling children to relate academic concepts to their everyday lives. It also addresses foundational literacy and numeracy (FLN) by integrating storytelling, visual learning, and hands-on activities into the curriculum.

Measurable Impact on Learning Outcomes

The results of Shikshartha have been significant. The initiative currently spans 50 schools across Rayagada, benefiting over 7,400 students, including a strong representation of tribal and Particularly Vulnerable Tribal Group (PVTG) children. Thousands of students have demonstrated improved literacy, vocabulary retention, and mathematical problem-solving skills.

Beyond academics, the initiative has also increased student enrolment and retention, strengthened school-community linkages, and fostered a sense of cultural pride among tribal children. Teachers have been trained to adapt the model, ensuring its sustainability and scalability.

National Recognition and Way Forward

The recent acknowledgment by NITI Aayog underscores the potential of Shikshartha as a replicable model for tribal education across India. The Rayagada district administration has already proposed expanding the initiative to additional schools, with a special focus on PVTG areas.

Under Patwari’s leadership, the initiative continues to evolve with plans for enhanced teacher training, integration of digital tools, and structured impact assessment mechanisms.

A Model of People-Centric Governance

Parul Patwari’s journey reflects a broader shift in governance—one that prioritizes innovation, inclusivity, and cultural sensitivity. Through Shikshartha, she has not only improved educational outcomes but also redefined how public systems can adapt to local realities.

As India continues to focus on equitable development, initiatives like Shikshartha highlight the transformative role of committed civil servants in shaping the future of underserved communities.
