ED Arrests Naveen Kumar Mittal in Dehradun Land Fraud Money-Laundering Case

Naveen Kumar Mittal allegedly projected his co-accused as the lawful owner of land through forged documents and subsequently sold the land to buyers.

DEHRADUN (India CSR): The Directorate of Enforcement (ED), Dehradun, has arrested Naveen Kumar Mittal in connection with a money-laundering investigation into an alleged large-scale land fraud in the city. The arrest was made on September 3, 2026, under Section 19 of the Prevention of Money Laundering Act, 2002 (PMLA). Mittal was produced before the Special Court (PMLA), Dehradun, which remanded him to five days of ED custody, the agency said. The investigation relates to allegations of fabricated land records and fraudulent sale transactions involving land in Dehradun.

Police FIR Background

The ED said its investigation began on the basis of multiple FIRs registered by Uttarakhand Police in relation to alleged fabrication of land records and fraudulent land sales. Police have filed charge sheets in two of these FIRs, naming Naveen Kumar Mittal as the prime accused and principal beneficiary, according to the ED. The agency said it had previously filed a Prosecution Complaint before the Special Court (PMLA), Dehradun, against Humayun Parvez, Mohd. Vakil and Mukesh Kumar Gupta in the same matter. The present investigation is continuing under the PMLA.

Forged Documents Alleged

According to the ED, Naveen Kumar Mittal allegedly projected his co-accused as the lawful owner of land through forged documents and subsequently sold the land to buyers. The agency alleged that the buyers were misled through the use of fabricated revenue records and title documents. The ED said the sale consideration included approximately ₹3.24 crore identified as alleged proceeds of crime. This amount was received in a bank account opened in the name of a co-accused and was subsequently transferred to entities allegedly controlled by Mittal, the agency said.

Bank Records Examined

The ED stated that forensic examination of original bank records by the Central Forensic Science Laboratory (CFSL) established that the account in the co-accused’s name was allegedly operated by Naveen Kumar Mittal himself. The agency alleged that the account was used to receive and transfer funds arising from the land-sale transactions. The role of the entities that received the funds is part of the ongoing money-laundering investigation.

August Searches Cited

The ED alleged that Mittal did not join the investigation despite repeated summonses. It also alleged that he influenced witnesses, prevented relatives from appearing before the agency and attempted to portray the transactions as genuine through freshly prepared documents. Searches conducted at his premises in August 2026 resulted in the seizure of documents and digital devices, according to the ED. The agency said it is examining these materials as part of the investigation into the alleged land fraud and related financial transactions.

Further Fraud Probe

The ED said information about Naveen Kumar Mittal’s alleged involvement in other land fraud matters has also surfaced during the investigation. These matters are under examination. The agency said the investigation concerns the alleged generation, transfer and laundering of proceeds from fraudulent land transactions. Further investigation is underway.
