Central Govt. Sanctions Rs 365 Cr for Sanitation Projects in J&K

The sanctioned Rs 365.42 Cr Annual Implementation Plan for sanitation in Jammu and Kashmir reflects a holistic approach towards rural development, waste management, and sustainable sanitation systems.

The approved Annual Implementation Plan for sanitation in Jammu and Kashmir, with a budget of Rs 365.42 Cr, prioritizes initiatives such as the construction of 2000 community sanitary complexes and operational Plastic Waste Management Units.


The Union Ministry of Jal Shakti’s Department of Drinking Water and Sanitation has granted approval for a comprehensive sanitation plan in Jammu and Kashmir under the Swachh Bharat Mission, allocating a substantial budget of Rs 365.42 Cr. The initiatives outlined in the Annual Implementation Plan focus on rural development, waste management, and sustainable sanitation systems. In a committee meeting chaired by Secretary DoDWS, Vini Mahajan, key initiatives were discussed, including the construction of 2000 community sanitary complexes, operational Plastic Waste Management Units, and infrastructure development proposals by the SBM Mission Director. The plan emphasizes sustainability, inclusivity, capacity building, and convergence with other development programs, with a specific focus on rural healthcare, education, and sanitation during the Amarnathji Yatra.

Sanitation Boost for Jammu and Kashmir

In a significant development, the Union Ministry of Jal Shakti’s Department of Drinking Water and Sanitation has approved a whopping Rs 365.42 Cr plan for sanitation in Jammu and Kashmir under the Swachh Bharat Mission.

Comprehensive Initiatives in Rural Development

In a meeting held with the Department of Rural Development and Panchayati Raj in Jammu and Kashmir, the discussed initiatives encompass waste management, community complexes, and the establishment of sustainable sanitation systems.

Approval of Annual Implementation Plan

In the approval committee meeting chaired by Secretary DoDWS, Vini Mahajan, attended by Jt Secretary Jitendra Srivastava and other senior Union government officers, the Annual Implementation Plan received approval.

Presentation by Secretary Choudhary on Rural Development

Secretary of the Rural Development Department and Panchayati Raj in Jammu and Kashmir, Dr. Shahid Iqbal Choudhary, provided a comprehensive presentation to the committee, accompanied by Director General of Rural Sanitation, Anoo Malhotra.

Rural Development Plan: Rs 365.42 Cr Allocated

The annual plan outlay of Rs 365.42 Cr aims to create assets in rural areas, focusing on waste management. It also includes support for communities to operate and maintain these assets, as well as coverage of tourist destinations, religious places, and educational institutions.

Key Focus: Operational Plastic Waste Management Units

The primary emphasis of the plan is on establishing operational Plastic Waste Management Units, which will provide essential infrastructure such as electricity supply and connectivity. Additionally, the plan includes waste collection support and a detailed policy for utilizing shredded plastic in infrastructure projects, with a particular focus on the road sector.

Construction of 2000 Community Sanitary Complexes

The department plans to construct 2000 community sanitary complexes, targeting priority destinations and previously uncovered panchayats.

Approved Initiatives under SBM Annual Implementation Plan

Major initiatives approved under the Swachh Bharat Mission (SBM) annual implementation plan include the creation of assets for solid waste management, gray water management, construction of biogas plants, sludge treatment plants, waste management facilities, and community awareness.

Sustainability and Inclusivity in Sanitation Efforts

Efforts towards the sustainability of sanitation systems will be a key focus under the Annual Implementation Plan (AIP). Dr. Shahid Iqbal emphasized the importance of extending coverage to remote areas, implementing women-centric initiatives, and including rural healthcare and educational institutions in the plan. Furthermore, he highlighted the need to provide sanitation facilities to migratory tribal populations in highland pastures, address the needs of vulnerable populations, and concentrate on waste management facilities in suburban areas.

SBM Mission Director’s Proposal for Infrastructure Development

The Mission Director of Swachh Bharat Mission (SBM) has proposed the construction of 21,000 Individual Household Latrine (IHHL) units, in addition to ensuring coverage for all Pradhan Mantri Awas Yojana (PMAY) housing unit beneficiaries. The approved plan also incorporates the establishment of collection, storage, and segregation centers, vehicles for waste collection and transportation, individual and community compost pits, segregation bins, and safety materials for sanitation workers.

Emphasis on Capacity Building and Convergence

The department will prioritize capacity building for village-level committees and field staff. Simultaneously, Assistant Commissioners Development in all districts have been requested to incorporate convergence with Swachh Bharat Mission (SBM) under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). This aims to create assets for solid waste management, plastic waste processing and disposal, as well as grey water management.

Comprehensive Measures for Rural Sanitation

In coordination with the Jal Jeevan Mission, the Rural Sanitation department has planned measures to ensure coverage of households. Additionally, there will be a focus on creating informational material under Information, Education, and Communication (IEC) for community-based initiatives related to sanitation, sustainability, and waste management. The Swachh Bharat Mission (SBM) plan for the current year also includes provisions for sanitation during the Amarnathji Yatra, with an emphasis on promoting community awareness and voluntary services for long-term sustainability.
