Amit Shah Holds Second Security Meeting in 48 Hours Amid Student Protests

Discussions with the Home Secretary and IB chief reportedly covered student protests, foreign funding and security concerns.

Amit Shah’s second security meeting in 48 hours reportedly examined student protests, foreign funding and internal security concerns.

NEW DELHI (India CSR): Union Home Minister Amit Shah held his second meeting in 48 hours with Union Home Secretary Govind Mohan and Intelligence Bureau Director Mahesh Dixit on July 30, 2026, with discussions reportedly covering recent student protests, foreign funding regulations, security lapses and the country’s internal security framework.

The meeting was held within the Parliament complex, according to a report by The Tribune. No official statement detailing the agenda or outcome of the meeting had been issued at the time of reporting. The subjects attributed to the discussions were based on information provided by unnamed sources.

Student Protests

The discussions reportedly examined intelligence inputs related to recent student demonstrations in different parts of the country.

The meeting came after Cockroach Janta Party founder Abhijeet Dipke warned on July 28 that the organisation could hold another large peaceful protest if the alleged police harassment of participating students continued.

Dipke’s statement calling for further peaceful demonstrations was also reported by other news organisations. However, claims of police harassment remain allegations made by the group and require independent or official confirmation.

Government agencies were reportedly assessing whether the student-led movement could extend its activities to more states. The original report did not identify the intelligence inputs, states under assessment or agencies involved in the review.

Funding Scrutiny

The meeting was also reported to have covered unauthorised foreign funding and the proposed changes to India’s Foreign Contribution Regulation framework.

The Foreign Contribution (Regulation) Amendment Bill, 2026, was introduced in the Lok Sabha on March 25, 2026. Among its provisions, the Bill proposes creating a designated authority to manage or dispose of certain assets linked to organisations whose FCRA registration has been cancelled, surrendered or ceased.

The source report suggested that the government’s focus on foreign funding compliance formed part of the discussions. It did not identify any organisation suspected of receiving unauthorised funds or establish a direct financial link between foreign contributions and the student protests.

Border Concerns

Security officials were also said to have discussed incidents involving foreign nationals allegedly attempting to cross into Nepal through India.

According to the report, a United States national and a Ukrainian woman were caught by security personnel while trying to enter Nepal. The reported ability of the individuals to travel within India without earlier detection was viewed as a possible security concern.

The article did not provide the identities of the individuals, dates of detention, immigration records or statements from the concerned security agencies. These details require confirmation from official sources.

Internal Review

The meeting reportedly included a wider review of the internal security system and the administrative performance of the Union Home Ministry.

Possible administrative changes were also discussed, according to the report, although no official decision or transfer order was announced.

The July 30 discussion followed an earlier meeting involving the same senior officials on July 28. The frequency of the meetings has led to speculation about heightened government attention to student mobilisation and internal security developments. However, routine high-level security consultations are also part of the Home Ministry’s institutional responsibilities.

Official Details Awaited

The available report relies mainly on unnamed sources and does not include an official response from the Ministry of Home Affairs, the Intelligence Bureau or the student organisation.

Further clarity is required on the confirmed meeting agenda, the specific security inputs reviewed, the nature of any proposed action and whether the government has established a link between student demonstrations and foreign funding.
