Centre combines public waiting infrastructure with learning support for competitive examination preparation in Delhi district administration.
NEW DELHI (India CSR): Elan Foundation, the Corporate Social Responsibility (CSR) arm of real estate group Elan Group, has developed a Citizen Lounge cum New Age Learning Centre at the District Magistrate Office in New Delhi, Delhi, to improve citizen facilities and support civil services aspirants. The release does not mention the investment amount, capacity or expected number of beneficiaries.
Public Facility Opened
Delhi Chief Minister Rekha Gupta inaugurated the facility at the DM Office, New Delhi. The inauguration was held in the presence of Neeraj Semwal, IAS, Divisional Commissioner, and Sunny Kumar, IAS, District Magistrate, New Delhi, along with officials and guests.
The facility has been designed as a dual-purpose space, the company said. It includes a citizen lounge for people visiting the District Magistrate Office and a learning centre for aspirants preparing for civil services and other competitive examinations.
Dual Civic Purpose
The Citizen Lounge cum New Age Learning Centre aims to improve the public service experience at the district administration office. It also provides a dedicated study environment for young learners.
The initiative links public infrastructure with education support. It is relevant for CSR, community development and citizen-centric governance because district offices are important public service points for residents.
Citizen Service Focus
Rekha Gupta said the initiative would support better facilities for citizens visiting the District Magistrate Office.
“I congratulate the District Administration, Elan Group and everyone associated with this initiative. I appreciate Elan Foundation for its continued contribution towards initiatives that support public welfare and community development. This is a very important good governance effort that has been started here. It will ensure that citizens visiting the District Magistrate Office have access to better facilities and an improved public service experience,” she said.

Sunny Kumar Singh said the centre would serve both citizens and students.
“The Citizen Lounge cum New Age Learning Centre will significantly enhance the experience of citizens visiting the District Magistrate Office while simultaneously creating a valuable knowledge resource for civil service aspirants.
