Chhattisgarh News: Worker Dies in MSP Steel Factory Accident, Criminal Action Likely

CHHATTISGARH (India CSR): In a heart-wrenching incident that has once again brought industrial safety under the scanner, a worker lost his life at MSP Steel & Power Ltd., located in Jamgaon, Raigarh. The accident, which occurred on March 26, has sparked outrage, revealing shocking lapses in basic safety protocols inside the steel melting shop.

The worker, identified as Dumbi Sundi, was performing a routine painting task when a catastrophic chain of negligence led to his untimely death.

The Incident: When a Hook Turned Fatal

According to preliminary investigations, Mr. Sundi was engaged in painting work inside the steel melting unit when his safety belt hook collided with a moving EOT (Electric Overhead Traveling) crane. The impact dragged him into the machinery, causing severe injuries that led to instant death on site.

The circumstances surrounding the accident were deeply disturbing. Investigators found:

  • No “Permit to Work” authorization for the activity.
  • No supervisor present during the task.
  • The crane operator had no knowledge that painting work was being done nearby.
  • Zero coordination between painting and crane operations.

These revelations have raised serious questions about the factory’s safety culture and oversight mechanisms.

Investigation Uncovers Startling Negligence

Following the accident, district authorities launched a detailed inquiry. The Collector of Raigarh, Mr. Kartikeya Goyal, expressed deep concern and ordered strict action against those responsible.

“No industry will be allowed to compromise workers’ safety for profits. The factory management will be held fully accountable,” said Collector Goyal.

Officials confirmed that the factory had no standard operating procedure (SOP) in place for such tasks, nor did workers receive adequate safety training.

As an immediate step, painting work inside the steel melting unit has been completely banned until further notice.

Legal Action: Criminal Charges Underway

Based on the investigation, the administration has initiated the process of filing criminal charges against key factory personnel under the Factories Act and relevant IPC sections.

Show-cause notices have been issued to:

  • Pradeep Kumar Dey – Factory Occupier
  • Sanjay Singh Parihar – Factory Manager

The notices demand explanation for the gross violation of safety norms and failure to prevent the fatality.

Authorities are also exploring whether Sections related to culpable homicide could be invoked, depending on further evidence.

A Warning Bell for Industrial Safety

This incident is not an isolated one. Over the years, Raigarh—home to several steel and power industries—has seen multiple accidents due to poor enforcement of safety laws. Labor activists have repeatedly warned about lack of training, inadequate protective gear, and invisible accountability.

“Workers aren’t disposable. One life lost due to negligence is too many,” said a local union leader.

The district administration has now directed all industries in the region to:

  • Draft SOPs for high-risk tasks
  • Conduct mandatory safety training programs
  • Ensure real-time monitoring and coordination during simultaneous operations

Who Was Dumbi Sundi?

Mr. Dumbi Sundi, a contractual worker, had been employed at the factory for several months. Colleagues described him as a diligent worker who supported his family through his wages.

His tragic death leaves behind a grieving family, and a glaring reminder of the price paid when profit is prioritized over protection.

Social activists are demanding compensation for his family, along with strict enforcement of labor rights, especially for contract workers who often remain vulnerable.

What the Future Demands

The Raigarh tragedy highlights the urgent need to:

  • Reinforce industrial safety audits
  • Hold factory owners personally liable for lapses
  • Ensure legal compliance through routine inspections
  • Empower workers with safety knowledge and emergency protocols

Industrial growth cannot come at the cost of human life. If India is to move towards responsible and sustainable development, worker safety must become non-negotiable.
