How AI is Transforming Urban Landscapes to Tackle Economic and Environmental Challenges

As the world continues to urbanize at an unprecedented rate, cities are facing mounting pressures to adapt to economic, environmental, and social challenges. By 2050, nearly 70% of the global population will live in urban areas, according to UN Habitat. This rapid urbanization presents both challenges and opportunities. Enter artificial intelligence (AI)—a game-changing technology that is poised to revolutionize how we design, manage, and sustain our cities.

From predicting extreme weather events to optimizing resource allocation, AI-powered solutions are helping cities become more resilient, sustainable, and equitable. In 2024, IBM launched a groundbreaking initiative to harness the power of AI for social innovation, selecting five organizations to join its Sustainability Accelerator program. These projects aim to address some of the most pressing urban challenges, from climate change to healthcare access, and demonstrate how AI can be a force for good in building resilient cities.

Let’s dive into how these innovative projects are leveraging AI to create a brighter future for urban communities worldwide.

The Urban Challenge: Why Cities Need AI-Powered Solutions

Urbanization brings with it a host of challenges, including overcrowding, resource scarcity, and environmental degradation. Cities are also on the frontlines of climate change, facing rising temperatures, extreme weather events, and socioeconomic disparities. Traditional approaches to urban planning and resource management are no longer sufficient to address these complex issues.

This is where AI comes in. By analyzing vast amounts of data and generating actionable insights, AI can help cities make smarter decisions, allocate resources more effectively, and respond to crises in real time. From predicting heatwaves to improving food security, AI-powered tools are enabling cities to tackle their biggest challenges head-on.

IBM’s Sustainability Accelerator: A Catalyst for Change

In alignment with the United Nations Sustainable Development Goal 11 (Sustainable Cities and Communities), IBM launched a request for proposals (RFP) in early 2024 to identify innovative projects that leverage AI to build safer, more resilient, and sustainable cities. Out of more than 100 applications, five organizations were selected to join the IBM Sustainability Accelerator program.

These organizations will collaborate with IBM experts to develop AI-driven solutions tailored to the unique needs of their communities. The projects span a wide range of applications, from healthcare to urban governance, and demonstrate the transformative potential of AI in addressing urban challenges.

Five Groundbreaking AI Projects for Resilient Cities

1. C40 Cities: Tackling Urban Heat Islands

C40 Cities, a global network of nearly 100 mayors, is partnering with IBM to develop an AI-powered solution to address the urban heat island effect. This phenomenon, where cities experience significantly higher temperatures than surrounding rural areas, poses serious risks to public health, energy resources, and socioeconomic equity.

The new tool will analyze data on extreme heat events, energy consumption, and population health to help cities develop adaptation strategies. By identifying at-risk communities and predicting potential impacts, the solution aims to reduce mortality rates, alleviate economic burdens, and strengthen national resilience efforts.

2. U.N. World Food Programme: Enhancing Food Security

The U.N. World Food Programme (WFP) is collaborating with IBM to enhance its GeoTar geospatial tool with advanced AI capabilities. GeoTar creates vulnerability maps that help WFP Country Offices prioritize resources and target interventions in areas affected by food insecurity.

With AI-powered features, the tool will provide more accurate predictions of environmental disasters, such as droughts, floods, and landslides, which disrupt food supplies. This will enable WFP to respond more effectively to emergencies and build long-term resilience in vulnerable communities.

3. Mass General Brigham: Protecting Vulnerable Populations from Extreme Heat

Mass General Brigham, a leading healthcare system, is working with IBM to develop an AI tool that predicts hyperlocal extreme heat events and identifies at-risk patients. The tool will deliver automated warnings to healthcare providers and patients, enabling timely interventions to prevent heat-related illnesses.

By integrating patient data with environmental insights, the solution will help clinicians screen for risk factors and connect patients with resources, such as cooling centers. The tool will also include robust security features to protect patient privacy, ensuring that sensitive health information is used responsibly.

4. Janaagraha Centre for Citizenship and Democracy: Empowering Urban Governance

In India, the Janaagraha Centre for Citizenship and Democracy is partnering with IBM to build a city data and analytics platform. This platform will consolidate data from various sources, enabling governments to make informed decisions about urban development and service delivery.

By spatializing environmental and socioeconomic data, the platform will support place-based governance and foster sustainable urban growth. It will also promote data transparency and interoperability, making it easier for cities to adopt innovative solutions and improve quality of life for their residents.

5. Kota Kita: Building Climate Resilience in Indonesia

Kota Kita, a nonprofit organization in Indonesia, is collaborating with IBM to develop AI models that identify and respond to the needs of communities exposed to climate stress. The models will analyze physical vulnerabilities, such as natural disasters, as well as economic and social factors, such as access to clean water and demographic growth.

These insights will inform the development of resilience-building initiatives, helping local governments implement projects that reduce vulnerabilities and improve community well-being.

The Road Ahead: Scaling Impact Through Collaboration

The IBM Sustainability Accelerator program is a testament to the power of collaboration in driving social innovation. By combining IBM’s cutting-edge technologies with the expertise of nonprofit and government organizations, the program is accelerating the development of scalable, impactful solutions.

Each project will undergo two phases: the IBM Garage, where teams will refine their ideas and develop prototypes, and the Development and Implementation phase, where IBM experts will configure resources and technologies to bring these solutions to life. Additionally, EY teams will provide capacity-building workshops and coaching to support the organizations in achieving their goals.

Since its inception, the IBM Sustainability Accelerator has supported 20 organizations and committed $45 million to help vulnerable populations worldwide. With these new projects, thousands more citizens are expected to benefit from AI-powered innovations that make cities more sustainable, equitable, and resilient.
