Constitution Literacy Campaign

The Kollam district panchayat, District Planning Committee, and the Kerala Institute of Local Administration (KILA) jointly launched “The Citizen” campaign to educate 16.3 lakh people in the district above the age of 10 on various aspects of the Indian Constitution.

Impact on citizens

Citizens like Shanta, a 63-year-old woman from rural Kulathupuzha, who never knew her rights as a citizen, were enlightened by the campaign and now have a better understanding of their rights and the Constitution. The campaign was conducted by 2,200 trainers called “senators” who visited schools, offices, auto stands, and tribal councils to spread awareness.

Declaration of Kollam as India’s first Constitution-literate district

Kollam will officially be declared India’s first Constitution-literate district by Chief Minister Pinarayi Vijayan on January 13, 2023. The authorities plan to continue the campaign even after the official declaration, with activities like distributing the Preamble of the Constitution to households and installing it at government, quasi-government, and private institutions and schools.

Significance of the Campaign

The campaign was a remarkable success in educating citizens, who were unaware of the Constitution, on their rights and the importance of the document. It is an ongoing effort to ensure that all citizens are aware of the Constitution and their rights as citizens.
