MUMBAI (India CSR): Maharashtra Seamless Limited, a public limited company, has been a prominent player in the manufacturing of seamless pipes and tubes since its inception in 1988. Listed on both the Bombay Stock Exchange (BSE) and the National Stock Exchange (NSE), the company has diversified into renewable power generation and rig operations. In line with its Corporate Social Responsibility (CSR) commitments, the company continues to focus on several key social initiatives. However, a notable amount of CSR spending remains unspent, drawing attention to the gap between allocated funds and actual deployment.

Maharashtra Seamless Limited’s CSR Obligations

For the financial year 2023-24, Maharashtra Seamless Limited had a CSR obligation of Rs. 775.87 Lakhs, calculated as 2% of the average net profit of Rs. 55,045.70 Lakhs. This obligation was determined after accounting for Rs. 325.04 Lakhs that were required to be set off. The company’s CSR committee, in charge of monitoring the implementation and execution of the CSR policy, recommended various activities to meet these obligations.

CSR Unspending: Key Figures

Out of the total CSR obligation, the company managed to spend Rs. 563.15 Lakhs on various CSR projects. This included ongoing projects and other social initiatives such as promoting education, rural development, and animal welfare, alongside Covid-19 relief efforts. However, despite the company’s efforts, Rs. 212.72 Lakhs remained unspent for the year 2023-24, marking a gap in CSR execution.

The unspent amount was transferred to the Unspent CSR Account as per Section 135(6) of the Companies Act, with a transfer date of April 29, 2024. This amount now awaits proper allocation and deployment in the upcoming financial years.

Ongoing CSR Projects and Unspent Funds

Maharashtra Seamless Limited’s unspent CSR funds over the past few financial years also highlight the challenges faced in fulfilling CSR obligations. Notably, in 2021-22, an amount of Rs. 260.58 Lakhs was allocated as unspent, with only Rs. 50.58 Lakhs transferred to the designated unspent account, leaving funds earmarked for future initiatives.

Focus Areas for CSR Activities

Despite the unspent amount, Maharashtra Seamless Limited continues its focus on key areas of societal development:

  • Promoting Education: The company has invested in supporting educational initiatives in rural areas, providing resources for underprivileged children, and building infrastructure for schools.
  • Rural Development: Efforts to improve infrastructure in rural communities have been a priority, contributing to the overall well-being of these areas.
  • Animal Welfare and COVID-19 Relief: Addressing animal welfare and pandemic-related relief have also been part of the company’s focus, ensuring a wide reach in its CSR initiatives.

Looking Ahead: Challenges and Opportunities

Maharashtra Seamless Limited’s CSR performance, while significant, faces challenges in deploying all allocated funds. The unspent amounts, which have been transferred to the CSR account, signify a need for better planning and execution of CSR initiatives in future years. The company is expected to address these challenges by aligning its CSR goals more effectively with actionable and impactful projects.

Efforts to streamline the execution of CSR projects, improve fund utilization, and ensure timely deployment of resources will remain key to closing the gap between planned CSR activities and actual spending.
