NEW DELHI (India CSR): In a historic move to transform the primary education landscape, the Odisha Cabinet on Monday approved the establishment of 2,200 model primary schools across the state under the Godabarish Adarsha Vidyalaya (GAV) scheme. The ambitious project, worth Rs. 12,000 crore, will be rolled out between 2025-26 and 2027-28.
Model Schools for Every Panchayat
Briefing the media after the Cabinet meeting, Chief Minister Mohan Charan Majhi said the government’s vision is to ensure one model school in every Gram Panchayat (GP) of Odisha.
“These schools will stand as symbols of inclusive and quality education. The earlier system collapsed under neglect, and what was shown as transformation was only a coat of paint on broken walls,” Majhi said, sharply criticizing the former BJD government’s 5T initiative.
Inspired by Godabarish Mishra’s Legacy
The scheme has been named after poet and social reformer Godabarish Mishra, reflecting the government’s intent to link education with Odisha’s cultural and intellectual heritage.
Majhi emphasized that the initiative is aligned with:
- Right to Education (RTE) Act, 2009
- National Education Policy (NEP) 2020
- NIPUN Odisha mission (Numeracy and literacy goals)
“This is more than just infrastructure; it is a commitment to nurturing every child with equal opportunity,” the CM added.
Big Budget, Bigger Vision
The Rs. 12,000 crore outlay will cover the construction of 2,200 modern schools equipped with essential facilities. Each school will cost an average of Rs. 5 crore, though the exact figure will be determined after Detailed Project Reports (DPRs).
The schools will focus on:
- Inclusive classrooms
- Child-friendly infrastructure
- Technology-enabled teaching
- Holistic learning environment
Education as Empowerment
The Chief Minister underlined that this initiative is not just about meeting compliance but about empowerment at the grassroots level.
“With Godabarish Adarsha Vidyalayas, we are sowing seeds of a stronger, educated, and confident Odisha. Every child, regardless of background, will have access to world-class education,” Majhi declared.
