In a landmark move that promises to redefine the landscape of Indian entertainment, Prime Focus has announced a staggering Rs 3,000 crore investment to establish a state-of-the-art film city in Mumbai. This ambitious project, unveiled on May 2, 2025, during the WAVES 2025 event, aims to create a comprehensive entertainment ecosystem spread over 200 acres, positioning Mumbai as a global hub for media, entertainment, and tourism. The initiative, which has received enthusiastic support from the Maharashtra government, is set to generate up to 2,500 jobs and attract content creators, tourists, and investors from around the world.

The Vision Behind the Film City

Prime Focus, founded in 1997 by Namit Malhotra, is no stranger to innovation in the entertainment industry. The company is the parent of several renowned entities, including the eight-time Academy Award-winning visual effects firm DNEG, the AI technology company BRAHMA, and Prime Focus Studios, which handles production and financing. With this new venture, Prime Focus aims to build not just a film city but a “next-generation entertainment hub” that integrates high-tech production studios, live entertainment venues, theme parks, and leisure spaces.

Malhotra envisions this film city as a tribute to India’s rich cinematic heritage while also serving as a beacon of modern innovation and soft power. “We are not just developing the world’s foremost content creation center; we are creating a destination that presents India’s culture, our history, and our capabilities to the world,” he stated during the announcement (Business Standard). This vision aligns with India’s growing influence in the global entertainment industry, leveraging its cultural heritage and technological advancements to create a world-class destination.

Key Features of the Film City

The proposed film city is designed to be a self-contained entertainment destination. It will feature a range of facilities to cater to filmmakers, tourists, and residents, including:

The inclusion of a Ramayana-themed park, as noted in Outlook Business, highlights the project’s commitment to showcasing India’s cultural heritage while appealing to a global audience.

Government Support and Economic Impact

The Maharashtra government has played a pivotal role in facilitating this project. Chief Minister Devendra Fadnavis, who was present at the signing of the MoU, expressed his enthusiasm for the initiative. “Growth, infrastructure development, and a sustainable future are all vital to the development of Maharashtra,” he said. Fadnavis highlighted that this project aligns with the state’s broader infrastructure push, which includes mega-developments like the Mumbai-Ahmedabad bullet train and the Vadhvan Port (The Economic Times).

The film city is expected to create up to 2,500 jobs directly, with additional indirect employment opportunities. This investment is seen as a significant boost to the state’s economy, enhancing its position as a leader in India’s growth and development. Fadnavis also emphasized the project’s role in securing Mumbai’s status as a filmmaking and entertainment center of excellence, further solidifying the city’s global reputation.

Location and Timeline

While the exact location of the film city has not been disclosed, the Maharashtra government has committed to allocating a 200-acre land parcel within Mumbai. Malhotra mentioned that the state government has two or three options under consideration (The Print). The project is expected to begin soon, with the groundbreaking potentially taking place later in 2025. Prime Focus plans to reach out to its investors to raise the necessary resources for this massive undertaking.

The choice of Mumbai as the location is strategic, given its status as India’s film capital and home to Bollywood. The new film city will complement existing facilities, such as the state-run film city, which primarily focuses on studios for film production and post-production. By expanding the city’s entertainment infrastructure, this project will offer a wider range of services and attractions, making Mumbai even more attractive to filmmakers and tourists.

Broader Implications for Mumbai and India

This film city is more than just a production facility; it is a strategic move to position Mumbai as a global entertainment capital. By integrating advanced technology, cultural elements, and tourist attractions, the project aims to attract international filmmakers, tourists, and investors. It also serves as a testament to India’s growing prowess in the global entertainment industry, leveraging its rich cultural heritage and technological advancements.

Moreover, the film city will complement existing facilities in Mumbai, such as the state-run film city, which primarily focuses on studios for film production and post-production. The new hub will expand the city’s entertainment infrastructure, offering a wider range of services and attractions. This initiative also aligns with India’s broader goals of promoting tourism and cultural exchange, as the film city will serve as a showcase for Indian creativity and innovation.

Concurrent Investments in the Entertainment Sector

In addition to Prime Focus’s announcement, Godrej Fund Management and Investment Advisers have also committed to investing Rs 2,000 crore in two phases to build a studio in suburban Panvel. This studio is expected to create employment for 2,500 people by 2030 (The Hindu BusinessLine). These concurrent investments underscore the growing interest in developing Mumbai’s entertainment infrastructure and highlight the sector’s potential for growth and job creation.
