Gram Panchayats have a crucial role to play in ensuring the safety and sustainability of village ecosystems in India. Through collective efforts, we can preserve the environment, and safeguard water resources.

How Gram Panchayats can protect the environment and ensure the well-being of their villages and people

Introduction

Gram Panchayats are the local self-governments at the village level in India and they have a crucial role to play in protecting the environment, water, land, air and animals of their villages. The environment is facing various threats such as climate change, pollution, deforestation, desertification, biodiversity loss, etc. These threats have adverse impacts on the livelihoods, health and well-being of the rural population. Therefore, it is important for the Gram Panchayats to take proactive measures to conserve and restore the natural resources and ecosystems of their villages.

In the face of rapid environmental changes, it is imperative for Gram Panchayats in India to take proactive measures to safeguard their village ecosystems. By adopting and implementing strategic initiatives, these local governing bodies can play a crucial role in preserving the environment, protecting water resources, conserving land, improving air quality, and safeguarding wildlife.

This solution-oriented article explores six essential initiatives that every Gram Panchayat should undertake to ensure a sustainable and safe village ecosystem.

SDGs and Gram Panchayats

The Sustainable Development Goals (SDGs) are a set of 17 global goals and 169 targets that aim to end poverty, protect the planet, enjoy peace and ensure prosperity for all by 2030. The Government of India has played a leadership role in defining the SDG agenda and has committed to achieving them.

The Gram Panchayats have a vital role to play in achieving the SDGs as they are responsible for planning and implementing functions related to 29 subjects enlisted in the Eleventh Schedule of the Constitution of India. Many SDG targets are within the purview of these subjects1.

Some of the goals and targets that are directly related to Gram Panchayats and can be the priority focus in planning their actions are:

  • Goal 6: Ensure availability and sustainable management of water and sanitation for all
  • Goal 7: Ensure access to affordable, reliable, sustainable and modern energy for all
  • Goal 11: Make cities and human settlements inclusive, safe, resilient and sustainable
  • Goal 12: Ensure sustainable consumption and production patterns
  • Goal 13: Take urgent action to combat climate change and its impacts
  • Goal 15: Protect, restore and promote sustainable use of terrestrial ecosystems, sustainably manage forests, combat desertification, and halt and reverse land degradation and halt biodiversity loss.

Important works for environmental protection and safety

Based on these goals, some of the important works that every Gram Panchayat of India should do so that the environment, water, land, air and animals of the village remain safe are:

Promote the conservation of natural resources

The Gram Panchayats should promote the conservation of micro watersheds and/or identifiable natural units, community-based management of natural resources including forests, water bodies and sacred groves, planting of natural vegetation in high-slope areas, barren lands and other common lands, checking for soil erosion and invasive species, conservation of wetlands2. These works will help to maintain the ecological balance, enhance soil fertility, prevent water scarcity, preserve biodiversity and mitigate climate change.

Initiate afforestation and protection drives

The Gram Panchayats should initiate afforestation and protection drives, steps to make wetland cultivation chemical-free and sustainable2. These works will help to increase forest cover, reduce greenhouse gas emissions, improve air quality, provide livelihood opportunities, prevent soil degradation and enhance food security.

Develop a bio-diversity register and community monitoring system

The Gram Panchayats should develop a bio-diversity register for the Gram Panchayat, a community monitoring system on poaching, illicit felling of trees and checking forest fires2. These works will help to document and protect the rich flora and fauna of the village, prevent illegal exploitation of natural resources, and raise awareness among the villagers about their rights and responsibilities towards the environment.

Facilitate renovation of existing ponds and construction of check-dams

The Gram Panchayats should facilitate the renovation of existing ponds, and the construction of check-dams and contour bunds in catchments2. These works will help to recharge groundwater levels, prevent flooding and droughts, improve irrigation facilities, and support fishery activities.

Ensure availability and quality of water sources and proper disposal of waste

The Gram Panchayats should ensure the availability and quality of drinking water sources134, proper disposal of solid and liquid waste14. These works will help to prevent water-borne diseases, reduce water pollution, and improve sanitation and hygiene conditions.

Promote renewable energy sources

The Gram Panchayats should promote renewable energy sources such as solar1, biogas1, etc. These works will help to reduce dependence on fossil fuels1, lower energy costs1, provide clean energy access1, and create employment opportunities.

Role of CSR in Village Development

CSR stands for Corporate Social Responsibility, which is a way for companies to contribute to the social, economic and environmental well-being of the communities where they operate. Village Development is one of the areas where CSR projects can make a positive impact by improving the quality of life, infrastructure, water, education, health and livelihood of rural people.

Conclusion

These are some of the possible works that can help the Gram Panchayats to achieve the SDGs and ensure the safety of the environment, water, land, air and animals of their villages. Of course, there may be other specific needs and challenges depending on the local context and resources. Therefore, it is important for the Gram Panchayats to involve the community members in planning and implementing these works. By doing so, they can contribute to the global goal and targets to protect, restore and promote sustainable use of terrestrial ecosystems, sustainably manage forests, combat desertification, and halt and reverse land degradation and halt biodiversity loss2.
