NEW DELHI (India CSR): Coal India Limited (CIL), one of India’s leading Public Sector Enterprises (PSEs), has spent a staggering Rs 5,579 crore on Corporate Social Responsibility (CSR) initiatives over the last decade. This expenditure is 31% higher than the statutory requirement of Rs 4,265 crore under the Companies Act, 2013.
The achievement was highlighted at the 3rd CIL CSR Conclave 2024 in Kolkata. The event marked ten years of India’s CSR legislation and celebrated Coal India’s efforts in institutionalizing its CSR framework.
1. CIL’s CSR Commitment: A Decade of Progress
Since the implementation of the Companies Act, 2013, CSR became a legal obligation for Indian companies. Under the law, companies must spend at least 2% of their average net profit from the previous three financial years on CSR initiatives.
For Coal India Limited, the mandated CSR budget from FY 2015 to FY 2024 totaled Rs 4,265 crore. However, CIL went above and beyond, investing Rs 5,579 crore, surpassing the target by Rs 1,314 crore.
The company’s annual average CSR expenditure stood at Rs 558 crore, making CIL one of India’s top three contributors to CSR over the past decade.

CIL’s CSR initiatives prioritize three critical areas: healthcare, education, and livelihood development. Together, these areas accounted for 71% of the company’s total CSR expenditure over the last decade, totaling Rs 3,978 crore.

Healthcare: The Top Priority
Healthcare initiatives received Rs 2,770 crore, almost 50% of the total CSR outlay. Projects included:
- Building and upgrading hospitals in remote areas.
- Operating mobile medical units to deliver healthcare to underserved communities.
- Organizing health camps and vaccination drives.
These efforts have significantly improved access to quality healthcare in rural and remote regions of the country.
Education and Skill Development
CIL invested Rs 1,208 crore in education and skill development programs. The initiatives focused on:
- Upgrading school infrastructure with modern facilities like libraries and digital classrooms.
- Running skill development centers to provide vocational training.
- Encouraging girl child education through scholarships and awareness programs.

4. Theme-Based CSR to Begin in 2024

The idea is to align CSR projects with specific social themes, such as:

5. CIL’s Unique CSR Policy
Under the Companies Act, 2013, the CSR budget for CIL and its subsidiaries is determined as:
- 2% of the average net profit of the last three financial years, or
- Rs 2 per tonne of coal produced in the previous year, whichever is higher.
To maximize impact:
- CIL’s subsidiaries spend 80% of their CSR funds within a 25 km radius of their operational areas.
- The remaining 20% is allocated to projects across the states where they operate.
However, the apex body, Coal India Limited, has the flexibility to implement CSR projects pan-India, transcending geographic boundaries.
