NEW DELHI (India CSR): Coal India Limited (CIL), one of India’s leading Public Sector Enterprises (PSEs), has spent a staggering Rs 5,579 crore on Corporate Social Responsibility (CSR) initiatives over the last decade. This expenditure is 31% higher than the statutory requirement of Rs 4,265 crore under the Companies Act, 2013.

The achievement was highlighted at the 3rd CIL CSR Conclave 2024 in Kolkata. The event marked ten years of India’s CSR legislation and celebrated Coal India’s efforts in institutionalizing its CSR framework.

1. CIL’s CSR Commitment: A Decade of Progress

Since the implementation of the Companies Act, 2013, CSR became a legal obligation for Indian companies. Under the law, companies must spend at least 2% of their average net profit from the previous three financial years on CSR initiatives.

For Coal India Limited, the mandated CSR budget from FY 2015 to FY 2024 totaled Rs 4,265 crore. However, CIL went above and beyond, investing Rs 5,579 crore, surpassing the target by Rs 1,314 crore.

The company’s annual average CSR expenditure stood at Rs 558 crore, making CIL one of India’s top three contributors to CSR over the past decade.

2. Focus on Health, Education, and Livelihood

CIL’s CSR initiatives prioritize three critical areas: healthcare, education, and livelihood development. Together, these areas accounted for 71% of the company’s total CSR expenditure over the last decade, totaling Rs 3,978 crore.

Financial YearCSR Expenditure (Rs Crore)Growth (%)
2015-16395.000.00%
2016-17483.0022.28%

2021-221046.4360.64%
2022-231402.8934.06%

Healthcare: The Top Priority

Healthcare initiatives received Rs 2,770 crore, almost 50% of the total CSR outlay. Projects included:

  • Building and upgrading hospitals in remote areas.
  • Operating mobile medical units to deliver healthcare to underserved communities.
  • Organizing health camps and vaccination drives.

These efforts have significantly improved access to quality healthcare in rural and remote regions of the country.

Education and Skill Development

CIL invested Rs 1,208 crore in education and skill development programs. The initiatives focused on:

  • Upgrading school infrastructure with modern facilities like libraries and digital classrooms.
  • Running skill development centers to provide vocational training.
  • Encouraging girl child education through scholarships and awareness programs.

By investing in education, CIL is helping bridge the learning gap in rural areas while creating pathways for employment and growth.

Livelihood Development

CIL’s CSR projects also supported rural livelihood programs. Efforts included promoting agriculture, water conservation, and self-help groups for women empowerment.

3. Geographic Focus: Reaching Underserved States

Around 95% of CIL’s CSR funds were spent in its operational states, ensuring targeted impact in coal-producing regions. The focus states include:

  • Odisha
  • Chhattisgarh
  • Jharkhand
  • Madhya Pradesh
  • Maharashtra

These states, home to significant coal mining operations, have benefitted from improved healthcare, education, and rural development projects. CIL’s efforts have directly impacted the lives of millions living in these areas.

Focus AreaExpenditure (Rs Crore)Percentage of Total Spend (%)
Healthcare277049.6%
Education and Skill Development120821.6%
Livelihood Development97817.5%
Other Initiatives62311.3%

4. Theme-Based CSR to Begin in 2024

At the conclave, Vikram Dev Dutt, Secretary, Ministry of Coal, emphasized that CSR is not just a legal requirement but a core belief for Coal India. He announced a new initiative, where theme-based CSR activities will be launched every month starting January 2024.

The idea is to align CSR projects with specific social themes, such as:

  • Health awareness months
  • Education drives
  • Rural infrastructure development

This focused approach will ensure that CSR projects are better aligned with the needs of communities.

5. CIL’s Unique CSR Policy

Under the Companies Act, 2013, the CSR budget for CIL and its subsidiaries is determined as:

  1. 2% of the average net profit of the last three financial years, or
  2. Rs 2 per tonne of coal produced in the previous year, whichever is higher.

To maximize impact:

  • CIL’s subsidiaries spend 80% of their CSR funds within a 25 km radius of their operational areas.
  • The remaining 20% is allocated to projects across the states where they operate.

However, the apex body, Coal India Limited, has the flexibility to implement CSR projects pan-India, transcending geographic boundaries.

6. Voices at the Conclave

  • Dr. C.V. Ananda Bose, Governor of West Bengal:
“CSR initiatives by companies like Coal India have the power to transform lives. These projects build relationships and bring change where it matters most.”
  • Vikram Dev Dutt, Secretary, Ministry of Coal:
“Theme-based CSR activities will further streamline efforts to address India’s critical social challenges.”
  • P.M. Prasad, Chairman, CIL:
“Coal India’s CSR journey is a story of commitment and impact. Over the past decade, we have invested ₹5,579 crore to improve healthcare, education, and livelihoods across India.”
  • Vinay Ranjan, Director (Personnel), CIL:
“CIL was the first CPSE to introduce a Community Development Cadre in 2014. This ensures dedicated efforts to maximize CSR impact.”

7. A Decade of Transformative Impact

The 3rd CIL CSR Conclave is a celebration of a decade of positive change driven by CSR efforts. By investing in healthcare, education, and livelihoods, Coal India has emerged as a role model for corporate responsibility.

Key highlights include:

  • Building hospitals and healthcare infrastructure in remote areas.
  • Supporting rural schools with modern facilities and digital education.
  • Empowering women and rural youth through skill development and self-help programs.

These initiatives have directly improved the quality of life for people in coal-producing regions and beyond.
