RAIGARH (India CSR): Tensions are escalating around the allocation of the Mine Developer and Operator (MDO) responsibilities of Pelma Mines to Adani Enterprises in Chhattisgarh. Congress party members have announced plans to surround the South Eastern Coalfields Limited (SECL) headquarters in Bilaspur on September 5. This development follows Rahul Gandhi’s visit to Chhattisgarh, and the matter has since been thrust into the political spotlight.
The Politics of Pelma Mines
After Rahul Gandhi’s recent visit to the state, Congress leaders claim that irregularities have occurred in the allocation process for the MDO of Pelma Mines. “Corruption will not be tolerated under any circumstances,” a statement from the party read. The move by SECL to outsource the mine marks the first time Coal India has taken such an action. Congress alleges that the decision to award the MDO to Adani Enterprises was made against established rules and has vowed to challenge it vociferously.
Spotlight on SECL
Scheduled for September 5, the planned encirclement of SECL headquarters in Bilaspur aims to put pressure on SECL and, by extension, Coal India. Congress party members argue that the allocation is symptomatic of broader corruption within the industry. The action follows earlier protests over the allocation of Bailadila mine, although that movement did not gain much traction in Raigarh.
Selective Opposition?
Interestingly, the focus of the protest is solely on the Pelma Mines, despite Adani Mining also being the MDO for other coal projects in the state. Adani Mining manages the MDO of coal mine Gare Pelma Sector-3, which is allotted to the Chhattisgarh government, and also has MDO responsibilities for coal blocks allotted to Gujarat State Electricity Corporation, Rajasthan Vidyut Utpadan Nigam, and Maharashtra State Power Generation Company in Chhattisgarh. Despite these additional responsibilities, protests are currently only targeting the Pelma Mines allocation.
