Why India’s “Last Mile” Geographies Are Becoming the New CSR Frontier

Explore emerging CSR trends and strategies at the 17th India CSR Summit 2026 with India’s top CSR stalwarts and impact leaders.

NEW DELHI (India CSR): India’s development journey is increasingly being shaped by a powerful idea: focus on the most underserved geographies and accelerate measurable change. This is the core of NITI Aayog’s Aspirational Districts Programme (ADP) and the Aspirational Blocks Programme (ABP)—two nationally recognized frameworks that are now emerging as the most strategic CSR hotspots in India.

The Aspirational Districts Programme (ADP)

112 Districts of High Impact

Launched in January 2018, ADP targets 112 underdeveloped districts to rapidly improve socio-economic outcomes. NITI Aayog defines ADP’s guiding approach through three pillars:

  • Convergence (of Central and State schemes)
  • Collaboration (among officials and institutions)
  • Competition (based on performance rankings)

These districts are monitored through a transparent performance framework and ranked using a monthly delta ranking system, accessible on the “Champions of Change” platform.

Key focus areas include

Health & Nutrition, Education, Agriculture & Water Resources, Financial Inclusion & Skill Development, and Basic Infrastructure.

The Aspirational Blocks Programme (ABP)

500 Blocks, One National Mission

To deepen impact at the grassroots, Aspirational Blocks Programme was launched on 7 January 2023.

NITI Aayog identified 500 blocks across 27 states and 4 Union Territories, aiming for saturation of essential services and improved quality of life.

ABP expands the same outcome-driven model of ADP but at a more granular governance level—where CSR interventions can directly reach communities and create visible, measurable impact.

3. Why These Areas Are Becoming CSR Hotspots

CSR leaders increasingly seek:
✅ clear indicators
✅ credible monitoring systems
✅ government convergence opportunities
✅ measurable outcomes aligned with global goals

Aspirational geographies offer all four—because their progress is tracked through defined indicators and transparent rankings, making them ideal for impact-linked CSR strategy.

CSR Expenditure in Aspirational Districts Has Consistently Increased (FY 2020-21 to FY 2022-23)

CSR expenditure in India’s Aspirational Districts has shown a steady and significant rise over the last three financial years, confirming that these districts are increasingly becoming priority destinations for corporate development investments.

According to Govt. Source: CSR spending in Aspirational Districts rose from Rs. 651.43 crore in FY 2020-21 to Rs. 1,046.43 crore in FY 2021-22, and further reached Rs. 1,402.89 crore in FY 2022-23. This data (up to 31.03.2024) was sourced from the Corporate Data Management Cell.

The legal framework enabling such CSR funding is provided under Section 135 of the Companies Act, 2013, along with Schedule VII and the Companies (CSR Policy) Rules, 2014.

Strong Alignment With SDGs 2030, Net Zero 2070, and India@2047

NITI Aayog explicitly links ADP to progress toward Sustainable Development Goals (SDGs) through focused improvement in human development indicators.

At the same time, India’s national pledge for Net Zero by 2070 requires climate-aligned development, especially in rural and low-income regions where clean energy, sustainable livelihoods and climate resilience must expand rapidly.

Most importantly, Viksit Bharat@2047 (India@2047 Vision) emphasizes inclusive development and delivery reforms, and aspirational blocks/districts are positioned as the growth engines for building a developed India from the grassroots.

India CSR Summit 2026: A Direct CSR Roadmap for Aspirational Geographies

The 17th India CSR Summit 2026 is fully aligned to this national mission. The summit aims to build partnerships and showcase scalable CSR models in education, health, livelihoods, sustainability, and women/youth empowerment—exactly the sectors emphasized by NITI Aayog.
