Special Campaign 5.0 Enters Implementation Phase with Shramdaan, Plantation Drives and Honouring Safai Mitras
NEW DELHI (India CSR): The Government of India’s Special Campaign 5.0 has emerged as a transformative governance initiative, generating ₹3,296.71 crore from e-waste and scrap disposal, and freeing more than 696.27 lakh sq. ft. of office space for productive use. Union Minister Dr. Jitendra Singh announced these achievements at Nehru Park, New Delhi, on the eve of Gandhi Jayanti, as the campaign moved into its implementation phase.
Record Cleanliness and Efficiency Gains
According to the minister, the campaign has seen the closure and weeding out of over 137.86 lakh files and cleaning of 12.04 lakh sites across the country. These outcomes, he said, showcase the wide reach of the cleanliness movement in streamlining governance and improving public service delivery.
Dr. Singh praised the Department of Administrative Reforms and Public Grievances (DARPG) and allied departments for their proactive role in achieving these results.
Leading by Example at Nehru Park
Launching the campaign, Dr. Singh personally led Shramdaan activities, a plantation drive under the ‘Ek Ped Maa Ke Naam’ initiative, and file-weeding exercises. “These actions reflect the government’s commitment to environmental sustainability, transparency and good governance,” he said.
He called the Special Campaign a “unique success story of governance in Independent India,” adding that the Implementation Phase beginning October 2, 2025, will institutionalise cleanliness drives across ministries and departments.
Prime Minister’s Leadership
Dr. Singh credited Prime Minister Narendra Modi for turning Swachhata into a mass behavioural shift.
“The Prime Minister’s clarion call from the Red Fort inspired a spontaneous voluntary effort that transcended government boundaries, turning Swachhata into a behavioural revolution,” he remarked.
He said cleanliness has now become a core civic value embraced by citizens in homes, neighbourhoods, and workplaces.
Safai Mitras Honoured
In a moving gesture, Dr. Singh distributed safety kits and sweets to Safai Mitras, acknowledging their indispensable contribution.
“Our Safai Mitras are at the heart of this campaign. Their dedication is an example of true public service,” he said.
Targets for Implementation Phase
The minister highlighted the ambitious goals set for the campaign’s next stage. As of October 1, 2025, ministries and departments have uploaded the following targets on the campaign portal:

During the preparatory phase (15–30 September), ministries identified records due for review and inspected record rooms for historically valuable material.
Preserving Historical Records
The National Archives of India will host an exhibition titled “Sushasan aur Abhilekh” at Dr. Ambedkar International Centre, New Delhi, from October 10, 2025. The showcase will display historically significant documents accessed during Special Campaigns 1.0 to 4.0.
A Jan Andolan for New India
Dr. Singh concluded by describing the campaign as a Jan Andolan — a people’s movement that strengthens transparency, efficiency, and citizen participation. Carrying forward Mahatma Gandhi’s ideals of cleanliness and civic responsibility, the Special Campaign 5.0, he said, is helping build a New India based on sustainability, civic sense, and good governance.
