It is a burning question why people are deprived of the Constitution? Availing a copy of the Constitution is a fundamental need of every citizen. Government should have a policy on bulk printing of the Constitution and making it available to the people free of cost. The Constitution should be part of a way of life, not just for a legal need, he said.
He recalled the contribution of the founding fathers of the Constitution and said that the Constitution is not only a theoretical idea, it must be made important to the lives of individuals in every part of the country. He further added that the Constitution needs to be interfaced with the citizens of the country.
Rusen Kumar said that Duties and Responsibilities of Citizens ensure that an individual does not overlook his duties while exercising fundamental rights. Everyone is aware of the rights but seldom knows about one’s duties towards the country. Duties should have been enshrined along with the rights.
Rusen Kumar suggested that India should design and implement a special awareness drive on fundamental duties of citizens. Displaying Fundamental Duties in public places and public institutions should be mandatory.
