NEW DELHI (India CSR): HMT Limited, a pioneering public sector enterprise, reaffirmed its commitment to sustainable development and community welfare by spending Rs. 47.15 lakh on Corporate Social Responsibility (CSR) activities during the financial year 2024-25. The company’s CSR spending equates to 2% of its average net profit of Rs. 23.57 crore over the past three financial years, in compliance with Section 135 of the Companies Act, 2013.
The initiatives were guided by HMT’s CSR Vision—to contribute to sustainable development and inclusive growth while balancing people, planet, and performance.
CSR Policy and Vision
The CSR policy of HMT Limited is framed under the guidelines of the Companies Act, 2013, Companies (CSR Policy) Rules, 2014, and Department of Public Enterprises (DPE) directives. The policy emphasizes the creation of community infrastructure, environmental balance, and social empowerment.
HMT’s CSR Mission is to operate as a socially responsible corporate entity, improving the quality of life in the communities it serves. The company aims to enhance awareness of CSR within its workforce and build strong partnerships with governments, PSUs, NGOs, and other stakeholders.
CSR Spending and Key Figures
In FY 2024-25, the company’s CSR obligation amounted to Rs. 47.15 lakh. Out of this, HMT spent Rs. 44.80 lakh on various CSR projects and Rs. 2.35 lakh on administrative overheads.
An unspent amount of Rs. 1.79 lakh as of March 31, 2025, was carried forward for completion of ongoing projects as per Section 135(6) of the Companies Act.
The company did not have any excess or deficit for set-off, and no surplus arose from previous CSR projects.
CSR Committee and Governance
The Board-level CSR Committee, constituted on August 12, 2019, plays a pivotal role in strategy formulation, project selection, and monitoring. The committee ensures that CSR programs align with HMT’s long-term sustainability goals.

- For FY 2021-22, ₹41.03 lakh was allocated, with the balance fully spent.
- For FY 2022-23, ₹42.71 lakh was earmarked, of which ₹82,019 was utilized in FY 2024-25.
- For FY 2023-24, ₹27.80 lakh was transferred to the unspent CSR account and fully utilized in FY 2024-25.
This reflects a systematic approach to completing ongoing projects and ensuring no lapses in CSR compliance.
Reason for Unspent CSR Amount
At the end of FY 2024-25, Rs. 1.79 lakh of HMT Limited’s total CSR obligation remained unspent. The company stated that this amount relates to ongoing CSR projects that were not fully implemented within the financial year.
In line with the provisions of Section 135(6) of the Companies Act, 2013, the unspent amount has been earmarked for utilization in the subsequent year. Such instances generally occur when CSR activities involve long-term or phased implementation, requiring coordination with external agencies, local bodies, or project partners.
The unspent balance will continue to be monitored by the company’s CSR Committee, and funds are expected to be used for the same approved purposes during the following financial year, as part of HMT Limited’s ongoing CSR commitments.
