NEW DELHI (India CSR): In a major boost to Bihar’s power infrastructure, Adani Power Ltd. has bagged the project to develop and operate a greenfield 2,400 MW ultra-supercritical thermal power plant in Pirpainti, Bhagalpur. The company emerged as the lowest bidder in a competitive tender floated by Bihar State Power Generation Company Ltd. (BSPGCL), quoting a final tariff of Rs. 6.075 per unit.

The upcoming plant, expected to cost around $3 billion (Rs. 25,000 crore), will supply 2,274 MW of net power to Bihar’s two state-run power distribution companies — North Bihar Power Distribution Company Ltd. (NBPDCL) and South Bihar Power Distribution Company Ltd. (SBPDCL).

Adani Power will set up the plant under the Design, Build, Finance, Own and Operate (DBFOO) model. The project will consist of three 800 MW units using ultra-supercritical technology, known for higher efficiency and lower emissions. The first unit is scheduled to be commissioned within four years, with the remaining units coming online within five years from the appointed date.

Speaking on the development, Adani Power CEO S.B. Khyalia said, “We are pleased to have won the bid to develop and operate a 2,400 MW thermal power project in Bihar. We will set up a new greenfield plant with an investment of ~$3 billion, which is expected to further aid industrialization in the state. Our plant will be an advanced, low-emission Ultra-supercritical one, and will supply dependable, competitively priced, and high-quality power to the state.”

Fuel Linkage, Employment, and Economic Impact

The plant will source coal through an existing linkage under the Government of India’s SHAKTI policy, ensuring fuel security and long-term operational stability. During the construction phase, the project is expected to generate employment for nearly 10,000–12,000 people, with around 3,000 jobs during the operational phase.

Once completed, the project will not only enhance Bihar’s power availability but also contribute to regional economic development, especially in Bhagalpur and nearby districts.

Formal Award and PSA Next

While the company has received the Letter of Intent (LoI) from BSPGCL, the Letter of Award (LoA) is expected soon, following which a Power Supply Agreement (PSA) will be signed with the state utilities.

The project marks one of the largest private investments in thermal power in eastern India in recent years, reinforcing Adani Power’s position as the country’s leading private-sector thermal energy producer.
