NEW DELHI: ‘Toilet’ is now new buzzword among thoughts leaders and policy makers. Various corporate have announced special projects on sanitation and toilet. Corporate and State Governments seem to have been inspired by Prime Minister Narendra Modi’s call on Independence Day for building toilets in schools.
After Prime Minister Narendra Modi’s call asking parliamentarians as well as corporates to join in building separate toilets for girls in schools across the country by next year in his Independence Day speech, corporates and financial institutions have come forward to achieve this mission.
Just a few days later leading business houses, Bharti Enterprises (Bharti Foundation), Tata Consultancy Services (TCS), Hindustan Zinc Ltd, IDBI Bank and Indian Overseas Bank announced that they will send multi crores in project manner together to make the dream a reality.
To help India harness its demographic dividend and support Prime Minister Narendra Modi’s Clean India campaign that was announced on the occasion of India’s Independence Day, Tata Consultancy Services, Bharti Foundation, Hindustan Zinc, IDBI Bank and Indian Overseas Bank announced that it would finance hygienic sanitation facilities for girl students various schools in the country.
It is worth mentioning that Swachh Bharat Mission, announced by Prime Minister Shri Narendra Modi on August 15, 2014 is a tribute to Mahatma Gandhi on his 150th Birth Anniversary and aims at tackling sanitation and waste management issues in the country.
According to estimates, 2.6bn people around the world lack access to a hygienic toilet. The United Nations hopes to halve this figure by 2015 as part of its millennium development goals. In India alone, more than 700 million people have no access to toilets which have proper waste disposal systems.

Karnataka to lead in ‘Toilet for All’ Movement
According to a media report, days after PM Narendra Modi in his Independence Day speech spoke about the difficulties faced by women in rural areas in the absence of toilets at their homes, the Congress led government in Karnataka is quietly giving finishing touches to a new legislation that makes toilets mandatory across the state.
It has also reported that a copy of the draft Bill, which is in public circulation, speaks of bringing the entire state under its ambit, including private and public buildings. According to the draft Bill, bus stops, stadiums, wedding halls, cinema houses, offices and temporary establishments must make toilet provisions in order to obtain clearance for functioning from the local authority.
The Bill proposes that the government would construct toilets for families with annual income below Rs 1.25 lakh, single women and disabled individuals living independently. It proposes a penalty of Rs 100 on local authorities for each day of delay — up to a maximum of Rs 10,000 — in building toilets for the poor once the toilets are sanctioned.
The proposed law will be pushed as “an Act to guarantee sanitary facilities and a life with dignity especially for rural women and to provide a healthy environment free from ill-effects of open defecation”

Corporate Social Responsibility and Toilet
Prime Minister called on the corporate sector to help in building toilets in schools under their Corporate Social Responsibility projects under priority programme. It is worth mentioning that, with the implementation of the new company law from April 1, 2014 India has become the only country in the world with legislated corporate social responsibility (CSR) and a spending threshold of up to Rs 15,000 crore a yearly.
The new law mandates that all companies, including foreign firms, with a minimum net worth of Rs 500 crore, turnover of Rs 1,000 crore and net profit of at least Rs 5 crore, spend at least two percent of their profit on CSR. Works carried out by corporate in the area of toilet building is very much part of social welfare spending activity of Scheduled- VII of Section 135 (the CSR Rule) under new companies law. Sensation and Rural Development is priority area of Scheduled-VII.
