According to the Department of Public Enterprises, Corporate Social Responsibility (CSR) and Sustainability is a commitment to its stakeholders to conduct business in an economically, socially and environmentally sustainable manner that is transparent and ethical.
RAIPUR (India CSR): South Eastern Coalfields Limited (SECL), a Mini Ratna PSU, a Subsidiary of Coal India Limited has spent Rs. 67.58 Crore for the year ended 31 March 2022 on various social development projects under the CSR mandate. The amount is calculated as two percent of the average net profit of the company as per section 135(5). The company spent its entire CSR money this year.
During the Financial Year 2021-22, the company spent 2.69 crores under administrative overheads. The total Expenditure incurred against Ongoing CSR Project was Rs. 55.18 Crores. Total Expenditure incurred was against Other than Ongoing Projects Rs. 11.45 Crores.
Impact Assessment
The Impact Assessment of projects above 1 Crore completed in FY2019-20 & FY2020-21 has been carried out through Indira Gandhi National Tribal University, Amarkantak, Madhya Pradesh. The Mining operations of the company are spread across 2 states (Chhattisgarh & Madhya Pradesh) in India.
The company has spent most of its CSR amount through district collectors.
CSR Provision
As a public sector enterprise, the company is not only adhering to the mandated guidelines prescribed by DPE on Corporate Social Responsibility (CSR) from time to time and providing adequate funds prescribed under the Companies Act but also undertakes activities in the areas of social significance, educational importance, healthcare, nutritional arrangements, and disaster management in the operational areas in the states of Chhattisgarh and Madhya Pradesh.
Being a large corporate, it is a frontrunner to assume responsibility towards society for sustainable development and inclusive growth in the surrounding areas of mining Projects. Such initiatives supplement the acts of the states in enhancing welfare measures for society by engaging with the community and working towards overall development, which forms an integral part of business operations.
Thematic Area
These CSR projects have been undertaken in the segments of drinking water supply, environmental sustainability and conservation of natural resources, promoting education, promoting healthcare, promotion of sports, protection of national heritage, art & culture, rural development, sanitation including ‘Swachh Bharat Abhiyan, the welfare of differently abled and welfare of ex-servicemen in line with the rules and provisions of the Companies Act.

The primary beneficiaries of CSR
The primary beneficiaries of CSR projects should be land oustees, PAP and those staying within a radius of 25 Kms of the Project. Poor and needy sections of society living in different parts of operating states beyond 25 Kms from SECL establishments should be secondary beneficiaries. As per the provisions of the current CIL CSR Policy, an impact assessment study of CSR projects is to be done. In this regard, impact assessment of High-value CSR projects is carried out for the CSR projects completed in Financial Year 2019-20 and 2020-21.
Coal Mines Operations
SECL is the highest coal-producing subsidiary of Coal India Limited up to FY 2020-21. SECL has three major coalfield Areas namely, Central India Coalfield (CIC), Korba Coalfields, and Mand-Raigarh Coalfield. SECL operates 64 coal mines, of which 38 coal mines lie in Chhattisgarh State, while the rest 26 coal mines are situated in Madhya Pradesh state. Out of these 64 mines, 46 mines are worked by the underground method of mining while the rest 18 no. of mines are opencast mines. In addition to this, SECL operates one custodian OC coal mine also namely the Gare-Palma IV/2&3 OC mine in Raigarh Area. For effective administrative control & operations, the mines have been grouped into 13 administrative Areas.
