NEW DELHI. The Rural Electrification Corporation ( REC ) and the National Literacy Mission Authority ( NLMA ) signed an MoU here in the presence of Kapil Sibal, Union Minister for HRD to take up projects worth Rs 10.5 Crores under the Saakhshar Bharat Mission out of its Corporate Social Responsibility (CSR) initiatives.
The REC has agreed to extend assistance to “Saakshar Bharat” Programme under the Corporate Social Responsibility (CSR) initiative to set up 100 Model Adult Education Centers (AECs) in urban areas and upgradation of 220 existing AECs in rural areas of Saakshar Bharat districts at a total cost of Rs. 10.5 crore.
The scope of collaboration among others, broadly includes upgradation of AECs into model-AECs (mAEC) by providing ICT infrastructure viz. Projector, TVs, Computers and Solar Energy Backup equipment etc. and promotion and strengthening vocational training/skill development activities in by the State Resource Centres (SRCs). Under this CSR initiative,
REC has identified those states which experience lower than the national average of Human Development Index.
In a stellar example of Public Private Partnership (PPP) , the National Literacy Mission Authority (NLMA) and the Rural Electrification Corporation of India Ltd (REC) have come together to join hands for promoting the “Saakshar Bharat Mission” of the Government of India.
The Saakshar Bharat Mission seeks to cover all adults in the age group of 15 and beyond with primary focus on women, for which several literacy programs viz Basic Literacy, Post literacy and Continuing Education programmes, is offered. Over 1.61 lakh Lok Shiksha Kendras (Adult Education Centres) (AECs), are target to be set up under the Saakshar Bharat Mission. The AECs are contemplated to act as nerve centers for literacy campaign under the mssion.
The upgradation of existing Adult Education Centres (AECs) under Saakhsar Bharat into model ones with modern equipment and infrastructure is a recent initiative of the NLMA and is expected to add to the cause of inclusive and participative development of villages; expose the villagers and neo-literates to moden gadgets like computers, audio visual equipment and connectivity and make the learning more exciting; serve as a hub of activities in the field of literacy, knowledge, sports information, farm and agriculture practices, national integration, environment management etc. and also serve as a single point information centre for various government schemes.
REC also intends to utilize the infrastructure created under this initiative wherever possible for its Rajeev Gandhi Grameen Viduytikaran Yojana (RGGVY) and training and operation of rural electricity franchisees.
In line with the recent thrust accorded to CSR initiatives in Central Public Sector Enterprises REC, has been active in taking up such activities. REC has committed itself in a big way to skill development, training and employment generation particularly for the backward and lesser privileged persons. REC has also recognized burgeoning talent in sports and education by awarding these young champions and in turn motivating them to bring more laurels to the country in the future. REC has also assisted in creation of a large training infrastructure for physically handicapped persons and a Girls hostel in remote location of West Bengal.
